Attending the Conference were leaders of Provincial/Municipal Party Committees, People's Committees, People's Councils, National Assembly Delegations of provinces and cities in Region 6 (Hai Phong, Hai Duong , Hung Yen, Quang Ninh, Thai Binh); Leaders of relevant Departments/sectors, mass organizations, associations, enterprises, and cooperation in the region. On the Banking side, there were also representatives of some units, Departments, and Central State Bank Departments; representatives of credit institution (CI) branches in the area.
Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, the SBV has recognized this as an important and urgent political task and has thoroughly grasped the spirit of urgency, making efforts to implement it resolutely and effectively with the highest political determination throughout the system. In just a short time, less than 03 months, the Board of Directors, the collective of cadres, civil servants, public employees, and workers of the entire SBV system have united, agreed, agreed, and with high determination to basically complete the reorganization of the apparatus, ensuring the correct progress and roadmap set out.
For the SBV branches in provinces and centrally run cities, based on the requirements and tasks of the SBV, the specific nature of its operations, and the large and complex management objects (credit institutions and people's credit funds). Therefore, to ensure the full implementation of the State management function on currency, banking and foreign exchange activities, and the implementation of the central bank function of the SBV for the economy in the provinces and cities, the SBV has completed the reorganization of 63 SBV branches in provinces and cities into 15 Regional SBVs, ensuring the implementation of State management, payment activities, monetary security, and treasury for the banking system.
From March 1, 2025, SBV Region 6 officially operates under the new model according to Decree No. 26/2025/ND-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the SBV. SBV Region 6 is an administrative organization under the organizational structure of the SBV established on the basis of merging SBV branches in the provinces and cities of Hai Phong, Hai Duong, Hung Yen, Quang Ninh and Thai Binh according to Decision No. 306/QD-NHNN dated February 24, 2025 of the Governor of the SBV. SBV Region 6 branch has the function of advising and assisting the Governor of the SBV in performing state management of currency, banking and foreign exchange activities in the area and performing a number of central banking operations under the Governor's authorization; Headquartered in Hai Phong city and 04 satellite locations operating in the provinces: Hai Duong, Hung Yen, Quang Ninh, Thai Binh.

On February 24, 2025, the Governor of the State Bank also issued decisions on the transfer and appointment of personnel of the State Bank of Vietnam Region 6: Ms. Nguyen Thi Dung, Director of the State Bank of Vietnam Hai Phong City Branch, holds the position of Acting Director of the State Bank of Vietnam Region 6; Deputy Directors of the State Bank of Vietnam Region 6 include: Mr. Nguyen Duc Hien, Ms. Nguyen Thi Thanh Binh, Mr. Nguyen Duc Thiep, Mr. Nguyen Minh Chien, Mr. Mai Viet Trung.
The organizational structure of the State Bank of Vietnam Region 06 includes: branch management board and 07 functional departments. The total number of civil servants as of March 1, 2025 is 236 people, of which 130 people work at the Regional Headquarters and 106 staff work at satellite locations.
The consolidation of the SBV's organizational structure, including 15 regional SBVs, is the result of serious and drastic efforts by the SBV's Board of Directors and Steering Committee, implementing the consistent directions of the Central Committee, the Politburo, and the Secretariat on implementing the "revolution" of streamlining the apparatus, which is a key, urgent task, of special significance to the country's development in the new era. In the coming time, the SBV will continue to carry out related tasks to ensure progress, quality and improve the effectiveness and efficiency of state management, meeting the requirements of the Central Steering Committee and the Government's Steering Committee.
