According to the decision, due to the impact of floods in recent years, the right bank of Son stream (negative slope of the traffic route serving people in Sa Na, Son and Che Lau villages) and the positive slope of the road right at the resettlement area of Sa Na village, have experienced landslides.
In particular, storm No. 3 in 2025 caused prolonged heavy rain, causing serious landslides on the right bank of Son stream with a length of about 100m, of which about 28m was completely eroded along with many large cracks in the surrounding areas. The current landslide situation mentioned above poses a risk to the safety of life and property of households currently living in the resettlement area of Sa Na village (including 78 households/350 people). The landslide development in this area tends to develop in a complex and unpredictable manner, especially when there is rain and flooding.
To ensure the safety of the people, the People's Committee of Na Meo commune is assigned to immediately deploy necessary measures. Specifically, the commune will organize a permanent presence, closely monitor the progress of landslides and promptly report to competent authorities when dangerous situations occur. Organize barriers, put up warning signs in the landslide area and inform and propagate to people and units in the area to proactively prevent; absolutely do not allow people and vehicles to enter dangerous areas, especially when there is rain or flood.
Urgently develop, approve and implement response plans in accordance with regulations, ensuring safety for people and property according to the "4 on-site" motto; proactively organize the evacuation/relocation of affected households to safe places, especially when rain and floods occur; implement appropriate reinforcement measures to limit the development of landslides.
In the long term, the People's Committee of Na Meo commune is assigned to conduct a survey, assess the scope, scale, and level of landslides in detail, and determine appropriate treatment options, report to competent authorities for consideration, and decide on funding support for investment and implementation, ensuring long-term stability in accordance with the provisions of law. It is noted that it is necessary to seek opinions and obtain consensus from the Department of Construction and the Department of Agriculture and Environment on the landslide treatment plan dossier (regarding scale, design solutions, etc.).
The Department of Finance is assigned to preside over and coordinate the study of documents and advise on proposals for financial support to handle landslides, and report to the Chairman of the Provincial People's Committee within 20 days of receiving the request.
Thanh Hoa Newspaper and Radio - Television Station are also responsible for informing and warning about emergency situations so that people know and proactively prevent them.
