"Chaos" of house numbers on a busy street in Thanh Sen ward

Le Ninh street has high population density.

Le Ninh Street is one of the main streets in the Northern Urban Area of Ha Tinh City (now Thanh Sen Ward), always busy and densely populated. However, for more than 10 years, the street has not yet completed the house numbering according to regulations. All the existing house numbers are assigned by the people themselves, without any rules, whoever likes the number can assign that number to their house.

Only one house apart, these two houses both have the number 32.

In reality, along the 1 km long route from the intersection with Nguyen Du Street to Xo Viet Nghe Tinh Street, house numbers are attached like a "matrix", making it impossible to know where the starting point is and where the ending point is.

On the same stretch of road, there are places numbered in order: 17-19-20; then 22-24A-24; another section is 32-30-32; 2 apartments next to each other are numbered 16-38; in many sections, 2 apartments have the same house number... The consequence is that people's daily life and business are often disrupted and inconvenient because of house numbers.

Mr. Kieu Le Hoang, a resident, said: “When I bought a house here, the apartments here were numbered according to the land map (symbol “LK…”). Because there were no house numbers, I looked at the house numbers of the families who had lived there before and assigned a number to my house for convenience. However, because the numbering was “spontaneous”, it was very messy, whoever liked the number could assign that number. I had to change the house number twice but now it is still duplicated. Here, the problem of our guests going to the wrong house, especially when ordering online and then having the wrong address delivered, also happens frequently. Residents have reported many times to the residential group and Nguyen Du ward (old) but up to now this situation has not been resolved.”

Mr. Kieu Le Hoang's family had to remove the sign twice because it had the same house number as another apartment.

In particular, Le Ninh Street is a very busy business street, with all kinds of services from food, coffee, beauty salons, etc. However, because the house numbers are assigned in a messy way, every day there are cases of "owners looking for customers, customers looking for owners"; many people even become involuntary guides because every day there are always people who mistakenly enter their house.

Mr. Phan Ba Duy - shipper said: "Every time I receive a delivery order for people in this neighborhood, I feel really fed up. Many times I have to struggle to find the address, sometimes I even ship to the wrong house...".

Mr. Ba Duy feels very embarrassed every time he receives a shipping order at Le Ninh street.

The irregular house numbering is a common problem in apartments on Le Ninh Street. This situation has caused many inconveniences to people's lives as well as to the urban beauty and order. Recently, many people have once again reported this to the neighborhood association.

“The current situation of house numbers on Le Ninh Street has existed for many years in two forms, with messy and overlapping numbers, causing inconvenience to people's daily life and business. We hope that Thanh Sen Ward and related units will soon resolve this to ensure urban order and discipline as well as convenience for people's daily life,” said Mr. Doan Van Nam - Secretary of Party Cell of TDP4 Nguyen Du (Thanh Sen Ward).

The numbering and attaching of house numbers in the city was assigned by the Provincial People's Committee to the City Urban Order Management Team to be completed before 2015. Later, this work was managed by the People's Committees of wards and communes. However, due to the urban development process, the numbering of houses in many areas is still inadequate and does not comply with regulations.
The Management Board of Public Services and Urban Order will advise the People's Committee of Thanh Sen Ward to review, inspect, number and attach house number plates in accordance with legal regulations; issue house number plate certificates to households that are still lacking.
