The dispatch stated: According to information from the provincial Hydrometeorological Station, Lai Chau province is affected by a low pressure trough with an axis through the North combined with high-altitude wind convergence causing rain, heavy rain and thunderstorms in some places, the rainfall at automatic stations from 7:00 p.m. on August 20 to 8:00 a.m. on August 21 is generally below 45mm, with some very heavy rains. The soil moisture model shows that some areas in Lai Chau province are nearly saturated (over 80%) or have reached saturation. It is forecasted that in the coming days, there may be heavy rain in the province, causing flooding in low-lying areas, with a high risk of landslides, rockslides, and subsidence in areas with weak, fragmented geology and steep slopes. To respond to and minimize damage caused by landslides, flash floods, and flash floods, the Chairman of the Provincial People's Committee requests:

1. Members of the Provincial Steering Committee for Disaster Prevention, Control and Search and Rescue (Steering Committee)

1.1. Provincial Military Command: Closely coordinate with the Provincial Police, the Provincial Command Office, the People's Committees of communes, wards and related units... to prepare necessary forces and means to be ready to participate in helping to evacuate people; respond to and promptly handle emergency situations when natural disasters occur; organize search and rescue work according to regulations.

1.2. The Provincial Police are responsible for ensuring security, order and social safety when natural disasters occur. Mobilize means and forces, coordinate with the Provincial Military Command and other forces to participate in rescue, search and rescue, and evacuate people from disaster areas in a timely and effective manner.

1.3. Department of Agriculture and Environment

- Continue to promote the role as the standing agency of the Command Committee, advising the Chief of the Command Committee and the Provincial People's Committee to direct measures to prevent, respond to, and overcome consequences caused by natural disasters in a timely manner.

- Urge and guide the People's Committees of communes and wards to inspect and promptly detect areas at risk of landslides and flash floods; guide measures to ensure the safety of people's lives and property and infrastructure works; urge investors to speed up the implementation of works and projects to prevent, combat and overcome the consequences of natural disasters.

1.4. Department of Industry and Trade

- Strengthen inspection of operations to ensure safety of dams, reservoirs, mineral exploration and exploitation activities and power grid systems in the management area. Require mineral exploitation facilities in the area to have measures to prevent landslides and flooding in tunnels and mines.

- Timely develop specific plans for stockpiling goods, ensuring the supply of essential goods, especially food, drinking water, and necessities to serve the people, especially households in isolated areas. Do not let shortages of essential goods occur.

- Take the lead and coordinate with the Department of Agriculture and Environment to strengthen inspection and early detection of potential safety risks for reservoirs and hydroelectric dams due to the recent heavy rains. Be ready to move people, machinery and equipment when there is a risk of safety; implement measures to ensure labor safety for reservoirs and hydroelectric dams under construction, strictly handle the responsibilities of organizations and individuals (if there are violations) in accordance with the provisions of law. Strictly comply with the operating procedures and dam protection plans for reservoirs according to regulations.

1.5. The Department of Construction shall proactively organize the quick repair of landslide-affected roads; direct investors and construction contractors to take measures to ensure the safety of construction works in the area. Regularly inspect the drainage systems of traffic works, especially key and vulnerable works, and traffic accident black spots; maintain warnings at dangerous locations at risk of causing traffic jams; proactively and regularly monitor the current situation, promptly detect locations at risk of or already in landslides to promptly repair and organize traffic diversion to ensure smooth traffic; install markers and buoys at locations at risk of deep flooding and high flow velocities.

1.6. The Department of Health directs units to prepare adequate equipment, vehicles and preventive medicine; organize inspections and arrange forces for disease prevention. Develop plans to ensure emergency, transportation, admission and treatment; evacuate patients and facilities, medical staff and workers to safe places in case of natural disasters that threaten to damage medical facilities.

1.7. The Department of Culture, Sports and Tourism shall preside over and coordinate with relevant units to regularly inspect and assess the safety level before, during and after floods of tourist business locations; strictly handle violations according to regulations.

1.8. The Provincial Hydrometeorological Station strengthens information and warning work, closely monitors rain and flood developments, and promptly reports to the Provincial People's Committee and communes and wards for direction.

1.9. Other members of the Provincial Command Committee, according to their assigned functions and tasks, shall carry out the contents as required by the Chairman of the Provincial People's Committee in Directive No. 05/CT-UBND dated March 13, 2025 on natural disaster prevention, control and search and rescue in 2025.

2. Lai Chau Newspaper and Radio and Television, the provincial electronic information portal, central news agencies and newspapers located in the province continue to update and provide regular and timely information on the developments of rain, floods and the instructions of the central government and the province so that people can proactively prevent and avoid.

3. People's Committees of communes and wards

- Proactively raise vigilance, do not be negligent, avoid unfortunate incidents of natural disasters. Continue to monitor and regularly update forecasts, warnings and developments of heavy rain, floods, flash floods, floods on rivers and landslides to guide people to proactively prevent and avoid. Direct affiliated departments, offices, and shock forces to proactively review, inspect, and promptly detect areas at risk of landslides, flash floods, and flash floods to proactively evacuate and relocate, ensuring the safety of people's lives, especially when heavy rain occurs. At some dangerous locations, it is necessary to arrange people on duty to ask people not to go through such as underground tunnels, overflows, bridges, culverts, roads or areas that are deeply flooded, with fast-flowing water; roads at risk of flash floods and landslides.

- Focus on checking and inspecting residential areas along rivers, streams, low-lying areas, residential areas at high risk of flash floods and landslides, especially in communes with fragmented terrain, weak geology, and communes at the foot of Hoang Lien Son range such as: Ta Tong, Mu Ca, Bum Nua, Muong Te, Pa U, Thu Lum, Hua Bum, Nam Hang, Muong Mo, Le Loi, Pu Sam Cap, Nam Cuoi, Dao San, Sin Suoi Ho, Ta Leng, Khun Ha, Pac Ta, Nam So, Muong Kim, Khoen On,... Prepare plans, human resources, materials, means, equipment to move and evacuate people and property to a safe place, proactively rescue and rescue when situations arise.

- Prepare plans to ensure drainage and prevent flooding for agricultural production areas and residential areas; promptly dredge and repair irrigation works and domestic water supply.

- Organize 24/7 on-duty during periods of heavy rain and floods; arrange permanent personnel at construction sites at risk of incidents; promptly handle unusual situations according to the "4 on-site" principle when there is a risk of natural disasters. Timely compile and report damage to the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue before 4:00 p.m. every day (through the Department of Agriculture and Environment), during peak times, report twice a day (before 9:00 a.m. and 4:00 p.m.).

- Guide people to promote restructuring of the agricultural sector, change crop structure, contribute to limiting impacts, effectively responding to natural disasters, creating jobs, and increasing sustainable income for people; pay more attention to planting, restoring and protecting forests to increase forest cover, improve quality and promote the multi-purpose value of forests in terms of economy, protection (water retention capacity, soil protection, landslide prevention, flash floods, flash floods of forests...) and environmental protection.

The Chairman of the Provincial People's Committee requests members of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue; Chairmen of the People's Committees of communes and wards and Heads of relevant agencies and units to strictly implement the content of this Official Dispatch.
