At the discussion session on the draft Law on Digital Technology Industry held on the afternoon of May 9, many National Assembly deputies emphasized the need to develop this industry in a sustainable manner, associated with environmental protection, recycling of electronic equipment and building a circular economy .

According to delegate Tran Thi Thanh Huong (An Giang delegation), the fact that the draft law has a separate section on sustainable development of the digital technology industry shows a clear awareness and due attention to new challenges in the digital transformation era. The draft content shows the goal of reusing and remanufacturing technological equipment, while promoting the development of environmentally friendly digital technology products.
Ms. Huong believes that in order to effectively deal with the increasing environmental pollution and the higher demands of the fourth industrial revolution, the Law needs to supplement outstanding policies. These include mechanisms to promote the collection and treatment of technology equipment after its expiry date, encourage investment in green technology, and apply energy-saving standards throughout the entire production and supply chain.
Meanwhile, delegate Pham Van Hoa (Dong Thap delegation) also highly appreciated the inclusion of the content of collecting and handling used technology products in the draft law.

“ Many devices considered as waste actually contain valuable recyclable materials. Without clear regulations, we are not only wasting resources but also facing the risk of serious environmental pollution, ” he stressed.
He also proposed that there should be specific regulations on how to preserve, collect and treat electronic waste to ensure safety for people's health and the ecosystem.
In terms of management, delegate Nguyen Thi Suu (Hue City Delegation) proposed adding a regulation that the State must develop a mechanism for periodic inspection and assessment of digital technology enterprises. At the same time, enterprises also need to be responsible for transparency in supply chain information, recycling and reuse processes, and environmental tax obligations.
“ Transparency is a key factor to promote sustainable development in the digital technology sector ,” said Ms. Suu.

Opinions are unanimous that developing the digital technology industry according to the circular economic model is not only an urgent requirement but also an inevitable trend for Vietnam to integrate with the world. This is also a concrete step to implement Resolution 57 of the Politburo on developing science, technology and innovation until 2030.
In the context of the global move towards green development, internalizing the principles of recycling technological equipment, energy saving and extended responsibility of manufacturers is a necessary condition for the Vietnamese digital technology industry to develop sustainably, with responsibility towards the environment and society.
