Green transformation, pressure but inevitable trend
Talking to reporters of the Industry and Trade Newspaper, Mr. Nguyen Thanh Man, Director of the Department of Industry and Trade of Quang Ngai province, said that the province has included environmental criteria, energy saving, and circular economic development in the development plans of economic zones and industrial clusters. These plans have been integrated into the Provincial Planning for the period 2021 - 2030, with a vision to 2050, and were approved by the Prime Minister in 2023. The decision to approve the Provincial Planning is an important basis for promoting the development of economic zones and industrial parks in the direction of "Specialized, green, smart and sustainable development" in the coming period.
However, the green transition process must accept missing out on traditional economic growth opportunities when not approving investment projects that do not meet environmental requirements. “ As a province with an economic scale that depends heavily on industry, under the pressure of economic growth, this is an extremely big challenge , ” said Nguyen Thanh Man, Director of the Department of Industry and Trade of Quang Ngai province.
In addition, green transformation must be associated with digital transformation and requires large financial resources. This is an existing difficulty for Quang Ngai enterprises, mainly small and micro-sized enterprises.

Clarifying the difficulties and challenges in the economic zones and industrial parks in the area, Mr. Nguyen Hai Truong - Deputy Head of the Management Board of Dung Quat Economic Zone and industrial parks of Quang Ngai province - said that Dung Quat Economic Zone focuses on developing heavy industries associated with the advantages of Dung Quat deep-water port, which are energy-intensive industries. However, the technical infrastructure system, especially the collection and treatment of wastewater in industrial zones and clusters, has not been invested synchronously and has not fully met the requirements according to current legal regulations.
In addition, industrial production still depends on raw mining, which is also a difficulty in implementing green transformation.
Pioneering projects pave the way
In fact, in Quang Ngai province, there have been pioneering enterprises paving the way for green production conversion, using energy efficiently, being more environmentally friendly and sustainable.

Quang Ngai Sugar Joint Stock Company is a company that has grown up with the development of Quang Ngai economy over the past 50 years. Mr. Vo Thanh Dang, General Director of the company, said that in order to increase the competitiveness of its products, the company has spent a lot of resources to invest in and equip modern, automated machinery systems with a closed production process that meets international standards and is environmentally friendly.
“ Even in the process of investing in building new factories or expanding and increasing equipment capacity, the company always gives top priority to the following factors: Saving energy, minimizing waste and wastewater discharged into the environment , ” said Mr. Vo Thanh Dang, adding that at the locations of processing facilities, businesses are invested in modern water treatment systems, ensuring that water is circulated to serve the production process and treated to meet standards before being released into the environment.
Steam energy for processing plants such as: Sugar, milk, beer, confectionery, mineral water... is provided from boilers using biomass fuels such as bagasse, wood chips, chopped veneer - waste products from forest product processing.
“ In particular, the sugar processing factory with the largest capacity in the country (18,000 tons of sugarcane /day) uses completely electric and steam energy from bagasse biomass . In addition, the company also owns the An Khe Biomass Power Plant with biomass as fuel . This is the largest biomass power plant in Vietnam in the field of renewable energy ”, said the General Director of Quang Ngai Sugar Joint Stock Company.


Hoa Phat Iron and Steel Production Complex has been self-sufficient in more than 90% of its electricity needs for production.
Hoa Phat, the largest enterprise in Quang Ngai province, is recording great strides in efficient energy use.
In the first 6 months of 2025, the thermal power plant of the Hoa Phat Dung Quat Iron and Steel Production Complex reached an output of 1.45 billion kWh. With this output, the complex has been self-sufficient in meeting more than 90% of the electricity demand for iron and steel production, a heavy industry that is energy-intensive.
This result is based on the fact that Hoa Phat has invested heavily in modern production lines, applying closed-loop technology according to the standards of G7 countries to help fully utilize all sources of heat and excess gas generated during the steel smelting process to turn into fuel for boilers to generate electricity. This not only helps optimize production and reduce costs but also contributes significantly to environmental protection by reducing CO2 emissions.

Green transformation and digital transformation in Quang Ngai industry will make an important contribution to reducing greenhouse gas emissions, helping the whole country move towards the Net Zero target by 2050.
“ Not only bringing economic benefits, utilizing excess heat to generate electricity is also a sustainable solution, contributing significantly to the strategy of reducing greenhouse gas emissions and moving towards the goal of carbon neutrality, ” said a representative of Hoa Phat Dung Quat Steel Joint Stock Company . In the coming time , in parallel with production investment, Hoa Phat continues to pay attention to sustainable development, with special attention to environmental factors, circular recycling and emission reduction. Currently, the unit is researching renewable energy and clean energy models to apply to the operation of the complex in the future.
Not only the leading enterprises, some small and medium enterprises in the province have taken proactive steps in the process of greening production.
Sao Mai Agricultural Products Processing Joint Stock Company (Sao Mai Industrial Park) has just inaugurated and put into operation an agricultural and medicinal products processing factory on an area of over 50,000 m2.
The special feature of this project is the investment in modern machinery systems with advanced technology and combined with the use of renewable energy in production, aiming for green and clean production. " The factory has invested in an advanced wastewater treatment system, a biological boiler, combined with solar power, so that each product not only meets international standards but is also environmentally friendly, " said Ms. Tran Phuong Anh, General Director of the company, adding that the company is also implementing comprehensive digital transformation, applying the ERP system to optimize production management and quality.



Many small and medium enterprises have focused on standardizing production processes towards green and sustainable production.
Attaching green production standards when approving industrial projects
According to the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks, the province has been planning the construction of industrial parks, including allocating land for green tree development, aiming at the model of ecological industrial parks with green growth orientation. Investment attraction is prioritized for processing and manufacturing industries with high added value, advanced technology, and environmental friendliness; at the same time, expanding along the value chain based on existing industries such as petrochemical refining, metallurgy, and mechanics.
This unit also emphasized that the province focuses on calling for capable and reputable investors to develop infrastructure for ecological and high-tech industrial parks, industrial - urban - service parks, and supporting industrial parks. In addition, it continues to support large-scale projects with spillover effects such as the expansion of Dung Quat Oil Refinery, Hoa Phat project, gas turbines, or infrastructure of VSIP Quang Ngai Industrial Park, VSIP 2, Dung Quat Industrial Urban Area, etc. to attract secondary projects. In addition, the province also focuses on building a mechanism to encourage energy saving, industrial symbiosis, and support businesses to develop efficient and sustainable production.

Meanwhile, according to the Director of the Department of Industry and Trade of Quang Ngai province, the appraisal and approval of industrial production projects will closely follow the requirements of pollution treatment technology and the use of renewable energy such as rooftop solar power and electricity from waste.
The Department also proposed to soon issue specific mechanisms and policies on green growth, prioritize budget capital and investment incentives, and build a carbon market in Vietnam. In addition, the province hopes that international financial institutions will support resources for infrastructure investment, helping businesses in Dung Quat Economic Zone access green finance and participate in the green market more effectively.
