Maintain environmental quality assessment
According to the People's Committee of Chi Lang district, there is currently 1 industrial park with 2 operating companies; 182 production, business and service establishments have been confirmed by the District People's Committee for their commitment to environmental protection, environmental protection plans, simple environmental protection projects and environmental licenses; the remaining cases have been confirmed for environmental registration by the People's Committees of communes and towns. In addition, there are 2 domestic solid waste treatment sites that are currently inactive due to the lack of regulations on the unit price for incineration of the SANKYO-NFI 05 natural air incinerator.
Every year, the District People's Committee always pays attention to implementing environmental quality monitoring and assessment. The results show that the air quality is good because production and business activities are still mainly agricultural and forestry, not yet greatly affected by production activities from industrial parks, small-scale industries, craft villages, and concentrated livestock farming.
Surface water environment in most areas is still relatively good, can be used for irrigation and domestic water supply. However, due to the terrain being mainly mountainous, there are still communes with limited domestic water sources such as: Huu Kien, Quan Son, Gia Loc, Hoa Binh , Van Linh, Y Tich...
The soil environment is basically good because it is protected and regularly cared for to serve agricultural and forestry production by the people. Natural forests are strengthened to protect and limit erosion. Propaganda, prevention and timely handling of cases showing signs of soil destruction.
Diversified environmental protection activities
Head of the Department of Natural Resources and Environment of Chi Lang district, Le Anh Tung, said: In recent times, environmental protection work in the district has always received attention and direction from Party committees and authorities from the district to the grassroots. In 2023, the Department advised the District People's Committee to regularly issue directive documents to strengthen state management of environmental protection.
Preside over and coordinate with specialized agencies to implement the Law on Environmental Protection 2020 and guiding documents for implementation. Regularly update information, disseminate and implement environmental response activities to agencies, units, organizations and people.
Focus on improving the effectiveness of propaganda work to create consensus and response from the people to join hands in environmental protection work. Send district officials and civil servants to participate in training courses to improve professional qualifications in environmental protection and climate change adaptation.
Organizing programs with practical actions that have a direct impact on the environment such as the Red Sunday movement to join hands to build new rural areas and civilized urban areas; launching to respond to World Environment Day, Action Month for the Environment, Campaign to make the world cleaner... The activities have attracted 20 communes and towns with tens of thousands of people participating in collecting, treating waste, cleaning the environment, planting trees, building incinerators, bathrooms, building hygienic barns...
To further improve the effectiveness of environmental protection, Chi Lang district will continue to promote propaganda work, integrate environmental protection into the regular activities of the community so that people can proactively participate in monitoring environmental protection activities. Develop and implement conventions, village covenants, commitments on environmental protection and environmental self-management models to promote the role of socio-political organizations; arouse people's responsibility and awareness of environmental protection.
In 2023, the People's Committee of Chi Lang district issued a decision to issue a warning to 1 unit in the field of environmental protection for causing noise exceeding the permitted technical standards. Deploying inspections of the implementation of environmental protection regulations with 182 households, individuals and organizations. Thereby, 165 establishments basically performed well in environmental protection work and 17 establishments stopped operating. Through inspection and examination activities, violations were promptly detected and corrected, initially creating positive changes, contributing to limiting environmental violations.
Along with that, actively promote people to reduce the use of hard-to-decompose plastic bags and disposable plastic products, gradually replacing them with environmentally friendly products. Advise on mechanisms and policies to encourage and support businesses to use clean energy and environmentally friendly technology, and effectively use resources in production and business.
Strengthening regular and surprise inspections of organizations and individuals engaged in production, business and service activities, promptly detecting and strictly handling violations of environmental protection.
Chi Lang district recommends Lang Son province to soon approve the unit price for waste treatment using environmentally friendly methods such as: Incineration method using natural air incinerator SANKYO NFI-05 (120) SERIES 3 New 2013... Invest in the construction of a synchronous drainage system, treatment of domestic and industrial wastewater, especially in Dong Mo town and Chi Lang town, because currently there is only a collection and treatment system at the District Medical Center and Dong Bang Cement Factory.
