Local teacher shortage
In fact, Quang Ninh is lacking more than 2,200 teachers compared to the central government's framework, so the education sector here faces a lot of pressure before the 2025-2026 school year. The shortage of teachers is not uniform but there are clear differences between localities. Many remote communes such as Ky Thuong, Hai Lang,... are facing great difficulties in arranging teaching staff.
Currently, the total number of managers, teachers and staff at educational institutions in Hai Lang commune is 10 people short of the assigned quota. According to the representative of Hai Lang commune People's Committee, the local surplus and shortage of some subjects, especially at the general education level, causes difficulties for schools in implementing tasks, affecting the arrangement and assignment of teaching as well as professional support.

Not only is it short of the quota, many schools also have difficulty recruiting contract teachers, especially teachers of specific subjects. Mr. Khieu Anh Tu, Chairman of the People's Committee of Ky Thuong Commune, said that most schools in the area lack English and IT teachers. The People's Committee of the commune has agreed on the policy for schools to proactively contract teachers of the subjects they are lacking, in order to ensure the quality of teaching and learning.

On August 29, the Department of Home Affairs of Quang Ninh province coordinated with 5 highland communes (Ky Thuong, Vinh Thuc, Thong Nhat, Hai Son and Luong Minh) to sign labor contracts with 30 new bachelors of Education who have just graduated from Ha Long University to teach at kindergartens, primary schools and secondary schools, contributing to solving the urgent need for human resources in the locality.

According to the plan, each contract teacher will receive an average income of about 10 million VND/month, and will be provided with stable accommodation. This is a practical step, not only increasing resources for the education sector but also contributing to narrowing the gap in education quality between regions.
Along with that, the Department of Education and Training builds clear, public, and transparent teacher rotation regulations, creating fairness and motivation for teachers when taking on tasks in difficult areas.
Mr. Trinh Dinh Hai, Deputy Director of the Department of Education and Training of Quang Ninh province said: “We will develop a public and transparent teacher rotation regulation to ensure both sufficient quantity and correct structure. From now until January 1, 2026, we will coordinate with localities to come up with timely solutions, with the highest goal of maintaining stability for educational institutions, ensuring that all schools have teachers in class, and maintaining stability in teaching and learning.”
