Hiep Hoa 14 Area (Hiep Hoa Ward) has 165 households and 544 people (Catholics account for over 60%). As the Party Cell Secretary, Area Head and a prestigious person in the Catholic community, over the years, Ms. Nguyen Thi Thuy has always closely followed and grasped the situation of the people, actively propagandized and mobilized the people to well implement the Party's policies and the State's laws and policies, promoted democracy and internal strength among the people to develop the socio -economy and build advanced new rural areas.
Over the past 5 years, people in the neighborhood have voluntarily contributed over 500 million VND and nearly 800 square meters of land to upgrade and expand 6 village roads and alleys, creating convenience for people to travel and transport agricultural products and agricultural materials. Up to now, the entire neighborhood has no poor households, the proportion of well-off households accounts for over 70%. Security and order in the neighborhood is guaranteed, the annual military recruitment target always reaches 100%. The movement "All people unite to build a cultural life" is increasingly going into depth, over 95% of households are recognized as cultural families.
Ms. Nguyen Thi Thuy said: To create prestige with the people, I myself am always exemplary in work and activities, the neighborhood leaders strictly implement the public posting of contents according to regulations, fully publicize the list of households contributing to the construction of humanitarian and charity funds, and mobilized contributions in the residential area. In the past, there have been no opinions or recommendations from the people related to activities in the neighborhood.
As the parish priest and administrator of Hon Gai parish, Mr. Duong Huu Tinh is very active in calling for and connecting the generosity of the community near and far on important occasions and urgent campaigns due to natural disasters and epidemics. Priest Duong Huu Tinh shared: We hope that through the charitable activities of parishes and sub-parishes in the area, we will help many families in difficult circumstances, encourage them spiritually and materially, help them reduce their deprivation and inferiority complex, create conditions for them to integrate into the community and believe in life.
Over the past 4 years, Hon Gai parish has mobilized and donated 97 wheelchairs to the disabled, supported over 40 tons of rice to poor households in the communes and wards of Quang La, Binh Lieu, Ba Che, Hong Gai, Ha Long (Quang Ninh), Chi Linh Leprosy Hospital (Hai Phong) with a total value of over 2.4 billion VND. During the Covid-19 pandemic, the parish donated hundreds of rapid test kits to the task force in the province; supported 230 million VND to help households overcome the consequences of storm No. 3 in 2024. In August 2025, the parish supported Lao Cai province with 120 million VND to overcome the consequences of floods; supported the Cuban people with 5 million VND to demonstrate solidarity and mutual love between the two nations.
For many years, Mr. Do Van Binh, the head of Mong Cai parish (Xuan Ninh parish) has always received the trust of parishioners. He is always enthusiastic and responsible for his work, encouraging parishioners to live a good life, follow their religion, respect God and love their country. To contribute to maintaining security and order in the border area, he has encouraged parishioners to actively respond to the "5 no" movement (no theft, no gambling, no prostitution, no drug addiction, no drug trafficking); closely coordinating with the border guards and police to promptly detect and prevent many cases of illegal seafood exploitation, smuggling, and transportation of prohibited goods across the border.
