Participating in the questioning session this afternoon (November 11) at the 8th Session of the 15th National Assembly, delegate Nguyen Thi Kim Thuy (Da Nang delegation) said that in recent times, voters in the health sector have been concerned about the issue of granting licenses for medical examination and treatment.
"Practitioners can apply for a practice license in any locality, leading to a situation where a doctor holds multiple licenses and may be in charge of technical expertise at multiple medical examination and treatment facilities in various provinces and cities," the representative said, and suggested that the Minister of Health implement management solutions to ensure that each practitioner is only granted one license and registered under one medical examination and treatment facility as stipulated by law.
Responding to comments from National Assembly deputies, Minister of Health Dao Hong Lan stated that the Law on Medical Examination and Treatment, effective from 2023, stipulates that each medical professional is only granted one practice license. Currently, the health sector has basically completed the management of medical professionals nationwide according to the new regulations. Specifically, more than 430,000 out of 600,000 medical professionals have had their information updated on the management software.
However, because this software was developed in 2015, it may not fully meet the requirements of the new law.
Delegate Nguyen Thi Kim Thuy ( Da Nang delegation) delivered a speech on the afternoon of November 11th.
"To overcome this limitation, the health sector is actively upgrading its management software and online public service system to build a unified, modern database. Once completed, this system will help health management agencies at both the central and local levels effectively monitor and supervise the activities of health workers," the head of the health sector emphasized.
Concerned about personnel issues in the healthcare sector, delegate Nguyen Thi Yen Nhi (Ben Tre delegation) questioned the recent situation where, after training, doctors do not work as assigned by competent authorities or do not fulfill their committed timeframes, readily moving to work in private hospitals. This affects opportunities, state budget, and the personnel allocation and arrangement of public healthcare facilities.
The delegates requested that the Minister of Health state his views and propose solutions to mitigate this situation in the future.
Minister Dao Hong Lan stated that in 2022, the number of healthcare workers resigning became serious, reaching nearly 9,000. To address this, the Ministry of Health has been actively implementing solutions, focusing on amending Decree 56 on preferential allowances and the Decree on on-call pay and benefits for village healthcare workers. Local authorities are also urgently assessing the situation regarding the use of public healthcare workers.
According to Ms. Lan, public healthcare workers account for up to 95% of the workforce serving the public, playing a crucial role. However, without appropriate policies and effective solutions, attracting and retaining healthcare professionals will be difficult, leading to a brain drain to private healthcare facilities.
