
Through following the questioning session, I found that the report presented by the Director of the Department of Finance at the questioning session analyzed and clarified the current status of the component indicators of the PCI index set of Nghe An province. The provincial leaders were very receptive, highly appreciative and correct about PCI.
The Provincial People's Council has clarified the reasons for the low indexes. The leaders of the provincial departments and branches have acknowledged the complicated administrative procedures; acknowledged the low component indexes that need improvement: Informal costs, Land access, etc.
To continue improving the PCI Index, I think the province needs to further enhance the application of information technology to help the two-level government improve its management and administration capacity effectively and transparently to better serve the people and businesses. Thereby, helping people and businesses monitor and identify corruption, harassment, extortion and thoroughly increase publicity and transparency at all levels.

Second, in addition to continuing institutional reform, cutting and simplifying administrative procedures and business investment conditions for enterprises, it is necessary to assign and decentralize tasks clearly and transparently to avoid overlap. From there, reduce negativity and help enterprises reduce informal costs.
Third, establish and maintain an effective hotline to receive and handle business feedback; regularly check, detect and promptly handle business feedback and recommendations on harassment and having to pay unofficial fees. On this issue, the province needs to coordinate with VCCI and Business Associations through their feedback to be more effective.
At the same time, regularly discipline cadres, civil servants, public employees and relevant agencies and units regarding their attitudes and public ethics in serving the people and businesses. Resolutely, strictly and publicly handle groups and individuals who violate the law. Only iron discipline can contribute to ending this situation.

When operating the two-level local government model, the Commune-level Public Administration Service Center plays an important role in handling administrative procedures and providing public services to local people and businesses. However, the initial operation encountered many difficulties. This issue was questioned by the Provincial People's Council delegates at the meeting.
The Director of the Department of Finance has clarified. Hereby, we propose that the province pay attention to prioritizing resources, investing in facilities and equipment to operate the Public Administration Service Centers at the commune level; thereby contributing to better serving the people and businesses.

In the context of increasing workload at the commune level, many contents are still unfamiliar, we strive to serve well the needs of people and businesses. This is not only the beginning of a new organizational model, but also marks a change in the mindset of management closer to the people, more professional, towards a transparent and effective administration; thereby contributing to improving the PCI Index of Nghe An province.

I see that, at the question and answer session, concerns about the quality of administrative reform were also raised by many delegates. This issue was clarified by the leaders of the Department of Finance, the Department of Home Affairs, the Department of Agriculture and Environment and the Southeast Economic Zone Management Board; at the same time, solutions were proposed to improve the province's administrative reform work in general and improve the PCI Index in particular.
The solutions proposed by the leaders of departments and branches are very appropriate and in line with practical requirements. Accordingly, the development of science and technology, innovation, digital transformation, building e-government, digital government; improving the quality of public services, serving people and businesses. Along with that, creating a more open, favorable and transparent business environment to reduce costs for businesses.

Leaders of the sectors have also proposed specific solutions to build a team of cadres, civil servants and public employees with sufficient qualities, capacity and qualifications to meet the requirements of state management work.
Resolution No. 39 of the Politburo on “Building and developing Nghe An province to 2030, with a vision to 2045” has identified one of the main tasks and solutions as: “Creating breakthroughs in administrative reform, improving the investment and business environment; promoting attraction and improving the efficiency of using resources for development”.
I believe that, with the strong direction of the Provincial Party Committee - People's Council - Provincial People's Committee, the efforts of provincial departments, branches, and local authorities in administrative reform will contribute to building Nghe An into a province with rapid, sustainable, comprehensive, civilized and modern development.

We appreciate the 31st session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, for questioning the implementation of mechanisms and policies to improve the investment and business environment, remove difficulties for businesses; overcome limitations and improve the Provincial Competitiveness Index (PCI).
It must be affirmed that the business investment environment of Nghe An province has been significantly improved. Mechanisms and policies to improve the business investment environment, remove difficulties for enterprises, and improve the provincial competitiveness index (PCI) have been clearly promoted in a number of areas.
However, through monitoring the PCI 2023 - 2024 report, we see that the province's PCI ranking shows signs of slowing down. Some component indicators such as land access, time costs, informal costs, fair competition and legal institutions are areas that businesses feel are still difficult.
In particular, the Time Cost Index in 2024 decreased by 0.83 points, down 7 ranks, ranking 59/63 provinces and cities. This is one of the two lowest-ranked indexes that was questioned by interested delegates and the Director of the Department of Finance answered clearly stating the reasons; at the same time, key solutions were proposed. These include solutions to apply information technology, establish a streamlined administrative procedure processing process, a mechanism to monitor the performance of duties of officials and civil servants, as well as shorten the time for inspection and examination.
Through the Q&A session, we appreciate the province’s efforts in improving transparency – this index is currently in the top 10 nationwide. Policies to support businesses and connect training and labor are also having positive changes. These advances show the right direction and determination to reform the administration of Nghe An province. In particular, we appreciate the consistent management of the province, without discrimination based on the type or size of business.
To continue improving the PCI Index, we recommend the province to prioritize 3 directions: Improve the effectiveness of anti-corruption, reduce informal costs through a transparent reflection mechanism. Ensure synchronization from the provincial level to the grassroots in implementing instructions; Make land procedures transparent, promote online public services; Hope to have a regular dialogue mechanism to join hands to remove difficulties, substantially improve the PCI Index.
