According to the leader of Nghe An Department of Education and Training, lowering the benchmark score for grade 10 does not reflect the quality of masseducation in the province. However, this is also a measure for the industry to evaluate, orient teaching and learning, and stream and guide students' careers.

Nam Dan 2 High School (Thien Nhan, Nghe An ) announced the second round of admission scores to grade 10 for the 2025-2026 school year as 2.5 points (including priority and incentive points, if any), attracting public attention recently. Mr. Pham Xuan Phu - Principal of Nam Dan 2 High School confirmed that the school's second round of admission scores were 7 points lower than the first round of admission scores (9.5 points) and were the lowest ever.
However, according to the Principal of Nam Dan 2 High School, the low benchmark score was expected because the number of candidates registering for the exam was almost equal to the enrollment quota, with an admission rate of over 90%. This year, the school was assigned 450 quotas, but after the first enrollment period ended, there were still not enough students, so the school announced additional enrollment. "After lowering the score to 2.5 points, there are currently 31 candidates eligible for admission. Of which, there is 1 student with a score of 2.5", said the Principal of Nam Dan 2 High School.
Regarding the quality of this year's admission, Mr. Pham Xuan Phu informed that out of more than 400 admitted students, 52% achieved an average of 5 points or more per subject. The top scorer was a student from Khanh Son Secondary School with 27.75 points, an average of 9.25 points per subject. In previous years, the admission score ranged from 7 to 9 points and was in the bottom group of the province. The principal of Nam Dan 2 High School said that "if the child is weak, the parents have to take better care of it", if the admission score is low, the school and teachers have to work harder to teach and tutor.
In addition to Nam Dan 2 High School, many public high schools in Nghe An province also have much lower admission scores than in previous years. Nguyen Sy Sach High School (formerly Thanh Chuong district) announced the first admission score to be 5.75 points. Mr. Tran Dinh Hien - Principal of the school also admitted that "this is an unprecedentedly low score", but still has not recruited enough 450 students.
The school has asked for permission from the Nghe An Department of Education and Training to recruit 42 additional students. Similarly, Dang Thai Mai High School (Bich Hao, Nghe An) also set the first round benchmark score at 10.75 and announced to recruit 15 additional students who have not been admitted to grade 10 at high schools in the province.
The top schools in Nghe An province such as Ha Huy Tap High School (Vinh Phu Ward) had a benchmark score of 17.75 points in the first round and 17.5 points in the second round, 3.5 points lower than the previous school year. The benchmark score of Le Viet Thuat High School (Truong Vinh Ward) was 15.25 points, 6.4 points lower than the previous school year.
Hoang Mai High School (Hoang Mai Ward) only accepts 12 points for admission, while this is a quality school, with a large proportion of students applying for university admission and many students with high scores on the high school graduation exam, which were recognized by the People's Committee of Nghe An province. According to statistics, although the admission score was low, only 3 students scored 12 points. The candidate with the highest score was 27.75 points and more than 50% of students were admitted with a total of 3 subjects from 20 points or more.

Teaching orientation, streaming
Regarding the 10th grade entrance exam, Mr. Nguyen Tien Dung - Head of Secondary Education Department, Nghe An Department of Education and Training said that with the common exam for the whole province, there is differentiation, so there will certainly be a difference in scores between regions and schools. However, the score distribution this year in the province is quite good. In which, the average score for Literature is 7.17; Math is 5.66 and Foreign Language is 5.06. The average score of the 3 subjects for the 10th grade entrance exam in the whole province is 17.89 points. This result also reflects the efforts in teaching, learning and exam preparation of schools and students.
Regarding the fact that many schools have low admission scores, Mr. Nguyen Tien Dung informed: After students registered for the 10th grade entrance exam, Nghe An had 11 public schools with fewer registered students than the target. However, the entrance exam is still held to assess quality, and for students to take the exam to get a base score to enter specialized schools or change their preferences to another public high school in the province after completing the exam.
To meet the quota, these schools have lowered the admission scores, however, the number of “additional” students accounts for very little of the total quota. Nam Dan 2 High School alone has an average score of 15.03 points for 3 subjects, including: Math 4.68, Literature 6.58 and Foreign Language 3.74 points.
At the 31st session of the 18th Nghe An Provincial People's Council, Mr. Thai Van Thanh - Director of the Nghe An Department of Education and Training also affirmed that the results of the 10th grade entrance exam do not evaluate and reflect the entire quality of mass education in Nghe An province. Mass education results are evaluated through large-scale exams such as regional and national exams...
In particular, the national high school graduation exam has the same questions, assessing basic knowledge and skills according to the output standards of the 2018 General Education Program. These results are only compared with high school learning results, and compared between regions and provinces in the country. The 10th grade entrance exam organized by the province, with questions for the purpose of taking the exam to get points for admission to high school, is not enough to confirm and evaluate the quality on a mass scale.
Regarding the individual case of a student who scored 2.5 points and was admitted to a public 10th grade school, the Director of the Nghe An Department of Education and Training said that the enrollment work of Nam Dan 2 High School was not appropriate, "between reason and emotion, reason must come first". In the case of students with such low scores, consideration should be given to orienting them to vocational training or continuing education centers.
According to current regulations, students studying at vocational schools are still allowed to take exams and receive high school graduation certificates. In the near future, when the Law on Vocational Education is amended, vocational secondary schools will be changed to vocational high schools, and allowed to teach high school cultural programs, which will create favorable conditions for vocational schools as well as the work of streaming after secondary education.
Mr. Thai Van Thanh affirmed that the viewpoint and goal of Nghe An education is real education, real quality. For many years, the department has not used the results of the 10th grade entrance exam to evaluate and rank the quality of education in secondary schools.
Instead, this is just one of many metrics for the education sector to analyze, orient teaching innovation, test and evaluate as well as do a good job of streaming and career guidance.
