Action program of the Ministry of Education and Training to implement the Resolution on breakthrough in education and training development

Targets to strive for completion

The action program sets goals for ministries, branches and localities to strive to fully complete the goals set out in Resolution No. 71-NQ/TW, in which the specific targets in each stage are as follows:

Target by 2030: Reinforce 100% of preschool and general education schools and classes; at least 80% of general education schools meet national standards. Complete universal preschool education for children from 3 to 5 years old and compulsory education after junior high school; at least 85% of people of the right age complete high school or equivalent, no province or city achieves less than 60%;

The education index contributes to the human development index (HDI) reaching over 0.8, in which the education inequality index falls below 10%;

Strive for 100% of university education facilities and at least 80% of vocational education facilities to meet national standards, and 20% of facilities to be invested in modern standards equivalent to those of developed countries in Asia;

The rate of people of school age attending post-secondary education levels reached 50%; the rate of workers with college or university degrees or higher reached 24%;

The rate of students studying basic sciences , engineering and technology reaches at least 35%, including at least 6,000 graduate students and 20,000 students studying talent programs;

Human capital and research contribute to the global innovation index (GII) on par with upper-middle-income countries;

Recruit at least 2,000 excellent lecturers from abroad; increase by an average of 12%/year for the number of international scientific publications, revenue from science, technology, and innovation; 16%/year for the number of patent registrations and patent protection certificates;

Strive for at least 8 universities to be among the top 200 universities in Asia, and at least 1 university to be among the top 100 universities in the world in a number of fields according to prestigious international rankings.

Targets by 2035: Complete universal secondary education and equivalent; education index contributing to HDI index reaching over 0.85; human capital index and research contributing to GII index reaching above the average of upper middle-income countries; strive for at least 2 higher education institutions to be among the top 100 universities in the world in a number of fields according to prestigious international rankings.

By 2045, Vietnam will have a modern, equitable and high-quality national education system, ranked among the top 20 countries in the world; strive to have at least 5 higher education institutions among the top 100 universities in the world in a number of fields according to prestigious international rankings.

8 key tasks and solutions

To achieve the above goals, the Ministry of Education and Training shall preside over and coordinate with ministries, branches and localities to fully implement the tasks and solutions set out in Resolution No. 71-NQ/TW, focusing on effectively implementing the tasks and solutions according to assigned functions and tasks as follows:

Firstly, raise awareness, innovate thinking and action, and determine strong political determination to make a breakthrough in education and training development.

Second, strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development.

Third, strengthen comprehensive education in ethics, intelligence, physique, and aesthetics, forming a system of values for Vietnamese people in the new era.

Fourth, comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.

Fifth, focus on building a team of teachers and standard school facilities, improving the quality of preschool and general education;

Sixth, reform and modernize vocational education, creating a breakthrough in developing human resources with high vocational skills.

Seventh, modernize and improve university education, create breakthroughs in developing highly qualified human resources and talents, and lead research and innovation.

Eighth, promote deep international cooperation and integration in education and training.

Minister of Education and Training established Steering Committee on breakthrough in education and training development

Regarding implementation: The Party Committee Standing Committee directs, inspects and urges the Party Committees and Party cells under its management to seriously and effectively implement Resolution No. 71-NQ/TW, the Government's Action Program to implement Resolution No. 71-NQ/TW and this Action Program.

The Minister of Education and Training established a Steering Committee on breakthroughs in education and training development; issued an Action Plan to implement the Government's Action Program to implement Resolution No. 71-NQ/TW.

The Propaganda and Mass Mobilization Department chaired the conference to disseminate Resolution No. 71-NQ/TW throughout the industry; built a team of reporters, propagandists, and information and propaganda collaborators on the policies in Resolution No. 71-NQ/TW.

The Party Committee's Inspection Commission presides over and coordinates with the Party Committee's advisory and support agencies and relevant agencies and units to advise on the development and submission to the Party Committee's Executive Committee and Standing Committee for promulgation of programs and plans on specialized inspection and supervision of the implementation of this Action Program; regularly inspects, urges and periodically reports to the Party Committee's Executive Committee and Standing Committee on the results of inspection and supervision.

The Party Committee Office presides over and coordinates with the Propaganda and Mass Mobilization Committee, the Party Committee's Inspection Committee and relevant agencies, units and organizations to regularly monitor and urge the implementation of this Action Program; advises the Standing Committee of the Ministry's Party Committee to periodically review and summarize the implementation of Resolution No. 71-NQ/TW.

Party committees and subordinate Party cells proactively coordinate with leaders of agencies and units to develop programs or action plans to implement Resolution No. 71-NQ/TW and this Action Program in line with functions and tasks, in accordance with the characteristics and situation of Party committees, Party cells and agencies and units; lead organizations to effectively implement goals, tasks and solutions according to assigned functions and tasks.
