The Ministry of Education and Training plans to add the concept of digital diplomas and certificates, and add specific regulations on granting, storing, processing, and exploiting the database of electronic diplomas and certificates, creating a basis for the implementation of digital diplomas and certificates nationwide.

The draft institutionalizes the policy of digital transformation in education , stipulating that paper diplomas and certificates and digital diplomas and certificates have the same legal value.
The signing, issuance, use of digital diplomas and certificates, as well as the updating and exploitation of the database, are carried out according to the roadmap issued by the Minister of Education and Training. The Ministry builds a database of diplomas and certificates to serve the simultaneous issuance of numbers and papers, store data issued to learners, and publicize information on the issuance of diplomas and certificates.
The process of reissuing, editing content, revoking, and canceling digital diplomas and certificates is the same as that for paper diplomas and certificates. This solution helps modernize management, save time and costs, increase transparency, and meet digitalization requirements.
