Quang Tri requires schools not to 'equalize' socialized education

Previously, on August 29, 2025, the Department of Education and Training of Quang Tri province issued Official Dispatch No. 922/HD-SGDĐT on guidelines for implementing revenue and expenditure in public educational institutions for the 2025-2026 school year; which clearly stated the principles, revenue items, revenue and expenditure management, accounting work, revenue and expenditure disclosure, and responsibilities of unit heads for revenue and expenditure at their units.

During the implementation process, according to the Department's assessment, the units basically followed the guidance documents, implemented the school democracy regulations well, and received consensus and support from parents and public opinion. However, in some units, the dissemination, implementation, and information on revenues and expenditures were not complete, and did not create high consensus among parents.

In the face of the above situation, the Department of Education and Training requests the People's Committees of communes, wards and special zones to strengthen the direction, approval, inspection and supervision of revenues and expenditures in educational institutions in the area, ensuring the principles of correct collection, proper use of revenues, savings and efficiency; clarify responsibilities, promptly and strictly handle according to the authority of the head of the educational institution if there is a situation of collection not in accordance with regulations or the plan and estimate have not been approved but the collection and payment have been implemented; be responsible for explaining the implementation of revenues of educational institutions under their management authority according to the provisions of Decree No. 142/2025/ND-CP; balance and arrange resources from the budget to support educational institutions to ensure conditions of facilities and equipment serving the implementation of teaching and learning tasks, reducing the pressure of fundraising at educational institutions.

The units under the Department continue to strictly implement the contents of Instruction No. 922/HD-SGDT of the Department on the implementation of revenues and expenditures in public educational institutions for the 2025-2026 school year. All revenues and expenditures in educational institutions must be widely disclosed to parents clearly and transparently in writing so that parents have full information; strictly comply with the provisions of law on purchasing goods, services, and building school facilities from revenue sources in public educational institutions.

The Department of Education and Training requires heads of educational institutions to take full responsibility before the superior management agency for the revenues and expenditures in educational institutions; be responsible for guiding and supervising the implementation of collections in classes; absolutely do not allow classes to implement collection contents that are not in accordance with regulations and the phenomenon of "leveling" when implementing socialized education; organize dissemination and provide additional information to parents of students if classes do not implement policies in accordance with regulations, and return money if collection is not in accordance with regulations...

The Department of Education and Training requests units to deploy, report implementation results as well as correct shortcomings (if any) to the Department of Education and Training before November 10, 2025.
