Ninh Binh removes self-opened paths across railway

To date, Ninh Binh province has completed the construction of over 2,680 meters of access roads and fences; eliminating 271 unauthorized crossings out of a total of 499. The Ninh Binh Provincial People's Committee is focusing on directing relevant units to accelerate the implementation of the project to invest in the construction of access roads along the Hanoi - Ho Chi Minh City railway line. Upon completion, the project will create an additional 5,170 meters of access roads and eliminate 79 more unauthorized crossings across the railway in the province.

According to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, in order to ensure order and safety of railway traffic, the Ninh Binh Provincial People's Committee has issued a plan to implement Directive No. 22/CT-TTG dated August 18, 2025, of the Prime Minister on strengthening solutions to ensure order and safety of railway traffic in the new situation; in which the Department of Construction is assigned to coordinate with the People's Committees of communes and wards with railways passing through and railway management agencies to strengthen measures to prevent, detect, stop and promptly handle acts of encroachment on land reserved for railways; and to coordinate with the Department of Finance to advise the Provincial People's Committee on allocating funds to support localities in eliminating unauthorized crossings over railways.

The Ninh Binh Provincial Police Department has directed police units and local authorities to intensify inspections of road vehicle drivers participating in traffic at level crossings and unauthorized access points; and to check compliance with safety regulations for railway vehicles… in order to promptly detect and strictly handle violations according to regulations.

The Ninh Binh Provincial People's Committee directs the People's Committees of communes and wards with railway lines to strictly manage and prevent the emergence of new unauthorized crossings in their areas; to review, compile, and classify violating structures and structures affecting railway traffic safety, and propose solutions in accordance with regulations; to carry out land clearance for the construction of access roads and fences in the area; to manage, use, and maintain access roads and fences in accordance with regulations; to strictly manage land allocated for railways, and to remove encroaching structures, violations, and illegal use of railway traffic safety corridors and railway infrastructure; and to educate and encourage people to close unauthorized crossings in areas where access roads have been constructed. At unauthorized crossings that cannot be immediately removed, localities are implementing temporary solutions such as: allocating funds for monitoring, supplementing missing signage, installing signs restricting road traffic, and constructing speed bumps to warn vehicles…

The People's Committee of Ninh Binh province requests the Vietnam Railway Authority and the Vietnam Railway Corporation to direct their subordinate units to take the lead and coordinate with the People's Committees of communes and wards through which the railway passes, and other relevant agencies and units, to mark the boundaries of land designated for the railway; hand over the land boundary markers for the railway to the People's Committees of communes and wards for management in accordance with the law; organize the review, statistics, and classification of structures violating the railway safety corridor; hand over violation records to local authorities for monitoring and handling according to regulations; implement measures to protect and prevent encroachment on the railway safety corridor; and clear the view at unauthorized crossings and structures violating the railway safety corridor.
