Are students in extremely disadvantaged areas eligible for tuition exemptions and support with study costs?

GD&TĐ - Readers asked about regulations on subjects exempted from tuition fees and supported with study costs.

My nephew attends kindergarten in the city (not in a commune in Region 3, a particularly disadvantaged commune). However, my nephew has a household registration in a particularly disadvantaged village/hamlet, a commune in Region III of ethnic and mountainous areas, or a particularly disadvantaged commune. Clause 1, Article 15 of Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government stipulates the subjects exempted from tuition fees as follows: Preschool children, general education students, students of general education programs (students studying regular education programs at lower secondary level and students studying regular education programs at upper secondary level) in public educational institutions in the national education system.

Clause 4, Article 17 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for support for learning costs as follows: Preschool children, general education students, students studying at regular educational institutions following the general education program where they and their parents or guardians (in case of living with guardians) have permanent residence and are studying at an educational institution in a particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to local regulations in case there is no educational institution in the particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to regulations of the locality in case there is no educational institution in the particularly difficult village/hamlet, commune in region III of ethnic minorities and mountainous areas, communes with special difficulties in coastal, coastal and island areas according to regulations of competent authorities.

In case the child is an ethnic minority with permanent residence in a commune in Region III of ethnic minority and mountainous areas, or a particularly disadvantaged commune, but the child is temporarily residing and studying at an educational institution not in a particularly disadvantaged village/hamlet, a commune in Region III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in a coastal, beachfront, or island area according to regulations of the competent authority, the child will be exempted from tuition fees according to regulations in Clause 1, Article 15 of Decree No. 238/2025/ND-CP but will not be supported with study costs at the educational institution the child is attending according to regulations in Clause 4, Article 17 of Decree 238/2025/ND-CP.
