The Ministry of Education and Training plans to reduce the timeframe for issuing paper high school diplomas from 75 days to 30 days; and the timeframe for issuing digital diplomas and certificates to only 5 days from the date of the graduation recognition decision.

The Ministry of Education and Training has just announced a draft circular promulgating regulations on diplomas and certificates of the national education system, replacing Circular No. 21/2019/TT-BGDĐT dated November 29, 2019.

One of the highlights of the draft circular is the addition of the concept of digital diplomas and certificates, along with specific regulations on the issuance, storage, processing, and exploitation of the electronic diploma and certificate database, creating a solid legal basis for the nationwide implementation of digital diplomas and certificates.

According to the Ministry of Education and Training, issuing digital diplomas and certificates simultaneously with paper diplomas will help modernize the management process, save time and costs, and meet the requirements of transparency, openness, and digitalization.

The draft circular also addresses changes that will occur when three draft laws (the Law on Education, the Law on Higher Education, and the Law on Vocational Education) are amended, supplemented, and replaced in the near future: replacing the issuance of junior high school graduation certificates with confirmation of completion of the junior high school program in the school transcript; adding vocational high school diplomas; adding digital diplomas and certificates; and expanding the scope and subjects of regulation to include diplomas and certificates of vocational education.

There are only 30 days left to issue high school diplomas.

The draft proposes reducing the timeframe for issuing high school diplomas (paper) from 75 days to 30 days; and the timeframe for issuing digital certificates to only 5 days from the date of the graduation recognition decision.
According to the Ministry of Education and Training, this change aims to streamline administrative procedures, reduce paperwork, time, and costs for citizens, and move towards resolving administrative procedures through online public service portals.

The draft adds more practical and flexible regulations, such as allowing deputies to sign certificates to reduce the workload, and clearly defining how to handle special cases (mergers, divisions, dissolution of issuing agencies, or when there is no longer an authorized person as prescribed).

The Ministry of Education and Training has abolished regulations regarding the printing of diploma and certificate templates.

The draft circular also clearly defines the roles, responsibilities, and authority of agencies and units within the education system. Accordingly, the Ministry of Education and Training focuses on issuing regulations, conducting inspections, and supervising, rather than replacing the responsibilities of local authorities.

Specifically, the draft circular removes the provision regarding the printing of diploma and certificate templates issued by the Ministry of Education and Training, decentralizing this authority to provincial Departments of Education and Training or assigning it to competent agencies for issuing diplomas and certificates (for paper diplomas and certificates).

In addition, the templates for college and vocational school diplomas and certificates of the national education system stipulated in current documents are replaced by regulations specifying the main content to be recorded on the diplomas; the templates for original diploma registers, appendices to original diploma registers, and registers for issuing copies from original registers are also replaced by regulations specifying the main content to be recorded in these registers. These regulations aim to increase the autonomy of the competent authorities in managing diplomas.

The drafting agency of the Ministry of Education and Training explained: "These adjustments not only address practical difficulties and obstacles but also ensure the rights of learners, minimize complaints and petitions, and enhance transparency and efficiency in state management of academic degrees."
