People in isolated areas in Nghe An hope to soon have a bridge over the stream.

The recent floodwaters have washed away the iron bridge across Nam Ngan stream on the only road in Canh village, Nga My commune, Nghe An province, isolating more than 30 households with more than 150 people living on the other side of the stream.

The wooden bridge over Nam Ngan stream, Khe Ngan section was washed away by flood so people have to wade through deep stream every time they go through this section.

Due to the urgent need to travel and take their children to school, a few days after the bridge was washed away by flood, the villagers mobilized manpower to make a raft out of bamboo trunks as a means of crossing the stream. Every day, dozens of rafts crossed. However, in the strong current conditions, the people were not equipped with life jackets or life-saving equipment, so their safety was at risk and many risks were hidden.

At the scene of the iron bridge being swept away by flood on the only road connecting to the residential area with more than 30 households on the other side of the stream, it was found that the bridge abutment on the other side belonging to the isolated residential area was still in its original position, the remaining bridge abutment had been swept away by the flood, and a part of the embankment to prevent erosion and landslides of the bridge abutment was swept away by the flood and was still lying on the stream bed. The bridge span structure system, bridge walls, bridge deck slabs, etc. were swept away by the flood downstream.

At the bank of Nam Ngan stream, there is a simple raft made of bamboo and fresh bamboo, ready for people to control back and forth on the stream. The raft is connected to an iron wire the size of a chopstick stretched across both sides of the stream by a smaller piece of steel wire to prevent the raft from drifting. When bringing the raft across the stream, people have to directly use their hands to manually pull the rope hanging down, fixed on both sides of the stream. If there are many people on the raft, the person accompanying the raft also uses a pole to push the vehicle across the stream.

In the middle of the stream, the current is strong and the water is deep, so pulling the rope and using the pole will be more difficult, require more strength and will potentially have a higher risk of the raft being tilted or capsized. Each raft trip across the stream takes from 10 to nearly 20 minutes, depending on the health of the person pulling the rope.

What is worrying is that every day, many children in Canh village arbitrarily board the raft, pull the rope and use poles to push the raft across Nam Ngan stream. Many have fallen into the stream but luckily grabbed the raft to climb back up.

Mr. Lu Thanh Tam in Canh village, Nga My commune said that the flood that occurred on September 29 was a flood with historic high water level and strong flow, causing terrible destruction, causing erosion on both sides of the stream. The Canh village people's bridge, which had been completed and put into use for 3 years, was also swept away by the flood. In previous floods, the water only rose to the bridge pier. In the recent flood, the water rose very quickly and high, submerging the bridge surface. The amount of trees and garbage that followed the flow crashed into the bridge wall was so much that it broke the bridge span, the bridge wall, and was swept away.

The bridge is no longer there, the daily life of the villagers is greatly affected, especially the people isolated on the other side of the stream, traveling, transporting goods, agricultural products, furniture, utensils... across the stream is very difficult.

Faced with this situation, the villagers held a meeting and agreed to build a raft to cross the stream. However, crossing the stream by raft is very dangerous, especially when it rains and the wind is strong. The villagers hope that the superiors and local authorities will quickly create conditions and support the people here to have a new bridge to make traveling more convenient. The children studying at the kindergarten on the other side of the stream have not been able to go to school for a week.

Mr. Lu Van Thach in Canh village, Nga My commune added that the bridge was swept away by the flood, making it very difficult for people to travel. In particular, the residential area on the other side of the stream is still isolated, with many children studying at the kindergarten, while the school is on this side, so going to school and class is very difficult. Most of the families on the other side of the stream that are isolated have difficult economic lives, and buying rice, food, groceries, and necessities from people on the other side requires them to cross the stream to get to this side, or go to the commune center to have shops and wholesale kiosks. We just hope that the local government and all levels of the industry will support the construction of a new bridge so that people can travel easily, conveniently, safely, and durably. From there, it will help the villagers feel secure in developing their economy.

Nam Ngan stream is still flowing rapidly, cutting off the road to the fields, causing difficulties for people to go to the fields, to the livestock farms, and to harvest agricultural products.

Struggling to carry a heavy bag of rice on her shoulder to prepare to go down the raft to cross the stream, Ms. Ha Thi Nhuong, Canh village shared that before there was a bridge for safe and convenient travel and motorbikes were used to move. Since the bridge was washed away by the flood, there is no more road to move, so we have to use rafts to cross the stream, we don't know what else to do. The wish of the people on the other side of the stream is that the local government and the State pay attention and support to build a new bridge for people to travel conveniently and safely.

Discussing this issue, Mr. Luong Tuan Dung, Vice Chairman of the People's Committee of Nga My commune, Nghe An province, said that during the flash flood that occurred on September 29, Nga My commune suffered heavy damage, in which the traffic system was relatively severely damaged when 2 bridges were completely washed away (Vang Mon bridge and Ban Canh bridge), causing many difficulties for people in traveling and trading goods.

For key locations where bridges have been washed away, local authorities have urged people to limit travel; the process of students going back and forth requires the support of functional forces, local authorities and parents. Particularly for the Canh village bridge that was washed away, isolating more than 30 households on the other side of the stream, the Commune People's Committee will immediately send functional forces to guard the bridge, limit travel and ensure safety for people. In the near future, local authorities will coordinate with the villagers to build a temporary bridge to create conditions for people and students to go to school conveniently and safely.
