Re-silting after dredging
Recently, fishermen in Duc Trach and Hai Phu communes (Bo Trach district) have had to endure the situation where their boats cannot enter the river to anchor because the Ly Hoa river mouth to the sea has been severely silted up. In 2022, a dredging project was implemented.
Accordingly, dredging contributes to clearing the flow and arranging safe inland waterway traffic, ensuring fishing boats with a capacity of up to 150CV can dock at Duc Trach fishing port, improving the transport capacity of vehicles circulating on the Ly Hoa river.
The completion of the project also helps fishermen avoid having to go to other fishing grounds to anchor, contributing to reducing costs for renting mooring berths, travel fees, boat maintenance fees and other related services...
However, a short time later, the sand was deposited again, and now the river mouth is only about 20cm deep. The situation of fishermen being unable to anchor has recurred. Duc Trach commune has about 200 ships, Hai Phu commune has more than 30 ships working at sea. The sea mouth has been deposited again, so the fishing boats of the two communes have to go to the port of Quang Trach district, or Dong Hoi city or the port of neighboring provinces to buy, anchor and take shelter from storms.
Fisherman Nguyen Thang Long (70 years old, Ngoai Hoa village, Hai Phu commune) shared: "The estuary is shallow, so every time the boat goes to sea, it anchors far away and the crew members wade and swim to get on the boat, so my family goes to sea less often. Especially during the rainy and stormy season, anchoring far away also causes many difficulties for the people."

The situation of ships getting stuck in and out, causing damage, has also happened here. “Thanks to the attention of the superiors, the river mouth was dredged to clear the road from Ly Hoa River to the sea, with the purpose of making it more convenient for people to anchor, avoid storms, and contribute to the development of fishing logistics services. But not long after dredging, it was completely filled up again,” said Vice Chairman of Hai Phu Commune People’s Committee Nguyen Xuan Tuyen.
Want to have a suitable plan
This has been a concern of the people and the locality for many years but there has not been a suitable solution. In addition to the estuary dredging project that has been implemented, some socialization options have also been proposed such as allowing private enterprises to dredge and use sand at the estuary. However, after consideration and consultation with the people, the option was not approved due to concerns about landslides, affecting people on both banks.
Previously, people from both communes also contributed money and effort, using excavators to open a small channel so that boats could go out to sea. However, after a short time, everything went back to the way it was.
According to the Vice Chairman of Hai Phu Commune, the fishermen and the commune have tried several methods together but all have failed. Now, the only way to keep the seaport open for fishermen to work is to build a solid embankment. But this is beyond the capacity of the commune government.
The inability of fishing boats to anchor affects the purchase and sale of seafood, leading to the inability to develop fishing logistics services... thereby affecting the economic development of the locality.
With this situation, Bo Trach district is also aware and has many concerns: "The district has proposed many times, and the province is interested in it, but the project has not been successful. Now, we still only want to have a solid project, clear the seaport, create a clear waterway for fishermen, contribute to economic development as well as give people peace of mind to have a place to take shelter during the rainy and stormy season", said Vice Chairman of Bo Trach District People's Committee Nguyen Van Thuy.
