Traffic Police Department: Motorcycles and private cars are not required to install dashcams.

The Ministry of Public Security has just completed the fourth draft of the Law on Road Traffic Order and Safety, proposing several new regulations.

Specifically, Article 33 stipulates the conditions for vehicles participating in road traffic, requiring motor vehicles and specialized vehicles to have vehicle tracking devices; devices for collecting data and images of the driver, and data and images ensuring safe journeys as prescribed.

The Traffic Police Department stated that authorities do not require citizens to install dashcams in their personal vehicles (Illustrative image).

Previously, since July, the installation of vehicle tracking devices and devices for collecting data and images of drivers has been a mandatory requirement for vehicles used in commercial transportation services.

Many people wonder if it's mandatory to install dashcams on motorcycles and private cars.

Installing a dashcam is not mandatory for personal vehicles.

Speaking with a reporter from Dan Tri newspaper, Major General Nguyen Van Minh, Deputy Director of the Traffic Police Department (Ministry of Public Security), affirmed that the authorities only encourage the installation of vehicle tracking devices for private cars and motorbikes, but do not make it mandatory.

According to the law, motorcycles, mopeds, and private cars are not required to install vehicle tracking devices.

"Installing vehicle tracking devices will facilitate people and businesses in participating in road traffic and strengthen state management of social order and traffic safety," Major General Minh said.

According to Major General Nguyen Van Minh, installing dashcams will support safe driving and help avoid unfortunate accidents.

Furthermore, dashcams also help resolve legal issues arising from collisions and traffic accidents; they record images and incidents that occur on the road; drivers can prove right or wrong in unexpected situations; and they provide evidence when thieves tamper with their own or someone else's vehicle.

Why is it mandatory to install dashcams in commercial transport vehicles?

Major General Nguyen Van Minh stated that commercial transport vehicles, especially passenger transport vehicles, should be considered a special entity in ensuring traffic order and safety. This is because traffic accidents involving these vehicles can have particularly serious consequences in terms of human lives.

Major General Minh cited statistics from the Ministry of Public Security, showing that traffic accidents involving commercial transport vehicles account for nearly 40% of all incidents; many of these cases result in significant casualties.

"We cannot remain indifferent or apathetic to this extremely tragic situation," Major General Minh emphasized.

The primary cause of these accidents, over 70%, is speeding violations.

The government and relevant agencies have implemented numerous solutions to reduce accidents involving passenger vehicles. One important solution is the mandatory installation of vehicle tracking devices on these vehicles to monitor violations by drivers, passengers, and other road transport regulations.

However, the current problem is that vehicle tracking data is not being used effectively due to fragmentation and a lack of interconnectedness with the forces directly responsible for ensuring traffic safety and order.

Therefore, there is still a situation where many transport companies violate regulations numerous times in a short period, especially regarding speed limits, with some cases exceeding 300 violations per month, but are not promptly penalized or stopped.

"If there had been real-time monitoring of commercial transport vehicles, we believe many tragic accidents involving passenger buses like the recent one could have been prevented."

Therefore, I strongly agree with the necessity of requiring commercial transport vehicles to have vehicle tracking devices, as stipulated in the draft Law on Road Traffic Order and Safety," the head of the Traffic Police Department added.
