According to information from the Ho Chi Minh City Tax Department, from August 1 to 27, this agency received a total of 8,808 records, including: 346 records of land use fee collection for cases of land use right recognition; 277 records of land use fee collection for cases of land use purpose change; 5,448 records of personal income tax from real estate transfer and 2,737 records of cases where no financial obligations arise (personal income tax from real estate transfer, registration fee, etc.).

However, many real estate files of people in Ho Chi Minh City are "suspended". The main reason is that the tax authority is waiting for the Ho Chi Minh City People's Committee to give the latest land price guidance.

Therefore, in order to resolve financial obligations on land in accordance with the provisions of the 2024 Land Law and Decree 103/2024/ND-CP regulating land use fees - effective from August 1, on August 29, the Ho Chi Minh City Tax Department issued a document requesting the Ho Chi Minh City People's Committee to promptly issue a decision to adjust the land price list; guide and direct the application of legal documents (land price list, land price adjustment coefficient, land rent calculation percentage, etc.) so that tax authorities can promptly calculate financial obligations on land for records arising from August 1.

In addition, to avoid backlog of records and complaints, affecting the actual needs of the people, the Ho Chi Minh City Tax Department will report to the General Department of Taxation on the settlement of the above cases of no financial obligations arising when carrying out procedures for granting certificates.

Previously, the Ho Chi Minh City People's Committee had sent a document requesting the Prime Minister to guide the calculation of land financial obligations for records arising after August 1 until the adjusted land price list is available.
