The Government has just issued a Resolution on the action program to implement Resolution 71 of the Politburo on breakthroughs in education and training development. Accordingly, there are 8 key tasks that the Government has thoroughly grasped to effectively implement this program.
One is raise awareness, innovate thinking and action, determine strong political determination to make a breakthrough in education and training development.
Second is to strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development.
Three is Strengthen comprehensive education of morality, intelligence, physique, and aesthetics, forming a system of values for Vietnamese people in the new era.
Fourth is comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.
Five is Focus on building a team of teachers, school facilities that meet standards, and improve the quality of preschool and general education. In particular, review and complete the general education program, increase the duration of science, technology, and information technology subjects. Ensure the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year; implement the roadmap to provide free textbooks to all students by 2030.
Sixth is to reform and modernize vocational education, creating a breakthrough in developing human resources with high vocational skills.
Seven is Modernize and improve university education, create breakthroughs in developing highly qualified human resources and talents, and lead research and innovation.
Eight is to promote deep international cooperation and integration in education and training.

To promptly remove institutional and mechanism bottlenecks and bottlenecks, the Government assigned the Ministry of Education and Training to direct the development of a Decree amending and supplementing regulations related to compulsory education and universal education in accordance with development requirements in the new period; developing a Decree stipulating special and outstanding preferential policies for teachers; a roadmap for implementing the increase of vocational preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in particularly difficult areas, borders, islands, ethnic minority areas, etc.
In addition, develop a Decree regulating the allowance regime for educational institution managers; develop a Project to develop the team of teachers and managers of preschool, general education and continuing education institutions... The Government requires the completion of these tasks by 2026.
Regarding comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training, the Government assigned the Ministry of Education and Training this year to develop a Decree regulating the management of education and training data; Build a database of digital transcripts and digital diplomas for learners nationwide according to personal identification codes.
In 2026, the Ministry of Education and Training was assigned to develop a project to organize high school graduation exams, university entrance exams, vocational education, and large-scale computer-based assessment exams.
To focus on building a team of teachers, standard school facilities, and improving the quality of preschool and general education, the Government assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to develop a project to build boarding and semi-boarding schools for high school students in remote, border, and island areas for the 2025-2030 period, with a vision to 2035.
In 2025, the Ministry of Education and Training also needs to develop a Project to enhance foreign language teaching and learning in the 2026-2030 period, with a vision to 2035; and develop a Project to gradually make English the second language in schools.
In addition, the Government requested to develop a Project on teaching languages of neighboring countries by 2026.
