The Ministry of Education and Training solicits comments on the draft Resolution on a number of specific policy mechanisms.

GD&TĐ - On October 2, a workshop was held to contribute ideas to the draft Resolution on a number of outstanding specific policies and mechanisms to make breakthroughs in education and training development.

The workshop was organized by the Ministry of Education and Training , chaired by Deputy Minister of Education and Training Nguyen Van Phuc.

On August 22, 2025, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development. This is a resolution of strategic significance, clearly demonstrating the determination to strongly innovate in thinking and institutions, aiming to revive and modernize the country's education system, meeting development requirements in the new period.

Triển khai Nghị quyết 71-NQ/TW, ngày 5/9/2025, Văn phòng Chính phủ đã ban hành Công văn số 8325/VPCP-KGVX, trong đó Thủ tướng Chính phủ giao Bộ GD&ĐT xây dựng, trình Quốc hội ban hành Nghị quyết của Quốc hội về một số cơ chế, chính sách đặc thù, vượt trội để thực hiện đột phá phát triển giáo dục và đào tạo ngay từ năm 2026. Bộ đã khẩn trương tổ chức lấy ý kiến rộng rãi để hoàn thiện dự thảo.

At the Conference, Mr. Nguyen Van Nguyen - Director of the Department of Education and Training of Ca Mau, said: "With Draft Resolution 71-NQ/TW, we are in high agreement on the breakthrough. In particular, the improved policies for teachers are good news for the Education and Training sector."

However, Mr. Nguyen also frankly shared his concerns about the treatment of civil servants (who are managers and teachers at schools with high professional qualifications transferred from educational institutions to work in professional departments of the Department of Education and Training) and whether they are entitled to allowances.

For example, currently, civil servants working in the legal field enjoy preferential treatment according to Resolution 197/2025/QH15 of the National Assembly "On a number of special breakthrough mechanisms and policies in the development and organization of law enforcement".

“If Resolution 71-NQ/TW only provides incentives for teachers, those working in specialized fields at the Department of Education and Training will be at a disadvantage, making it difficult to mobilize experienced and qualified people to work at the department. Therefore, I recommend that the incentives in Resolution 71-NQ/TW should also be for civil servants working in units such as the Department of Education and Training,” Mr. Nguyen added.

At the end of the meeting, Deputy Minister Nguyen Van Phuc hoped to continue receiving comments from units.
