Need to unify regulations, increase infrastructure investment

At the same time, the State should support funding and equipment so that schools can invest in and upgrade computers, internet lines and backup facilities.
Another important factor is to build a standardized, rich question bank that is strictly tested to ensure fairness, reliability and measurement value, and is regularly updated to meet comprehensive assessment requirements.
The team of managers, teachers and technicians also need to be trained in depth, especially in troubleshooting skills and supporting candidates during the exam.
In addition, information security issues must be strictly monitored, in coordination with specialized cybersecurity units to ensure stable and secure system operation.
Finally, Mr. Hien emphasized that it is necessary to implement programs to help students get familiar with the new exam format, thereby creating a sense of security and confidence when entering this important exam.
Regarding the pilot high school graduation exam on computers from 2027, Mr. Nguyen Ngoc Hien said that it is necessary to urgently invest and upgrade facilities nationwide, ensuring that each testing site has enough computers, stable internet connection and backup systems.
Implementation should start with pilot models in each region or group of schools, thereby gaining experience before mass application.
In parallel, it is necessary to organize computer-based mock exams nationwide, at least 1-2 times per year before 2027, to both test the system and help students gain more confidence.
Information security and safety issues must also be given top priority with close coordination from technology units to secure data and prevent high-tech fraud.
Mr. Hien noted that it is difficult to avoid problems such as power outages, machine freezes or connection interruptions, so each testing site needs a team of technicians on duty to handle them promptly and ensure the rights of candidates.
Besides, communication work must also be carried out early and widely so that parents and students can clearly understand the new exam format, creating social consensus and readiness.
Finally, flexible contingency plans need to be developed, such as switching to paper-based testing in the event of a system failure so that the exam can run smoothly, safely and fairly.

Multi-level coordination, ensuring fairness and safety
Mr. Vo Tan Phat, Principal of Vinh Long High School (Vinh Long province) said that to organize the high school graduation exam on computer effectively, there needs to be synchronous preparation from many levels and many sides.
With the Ministry of Education and Training , soon build a suitable, easy-to-use but highly secure exam management software system; at the same time, organize training on exam invigilation and grading for core staff at an appropriate time.
The Ministry also needs to soon issue draft regulations and related instructions so that schools have a basis to review, prepare and make timely recommendations, as well as organize mock exams for candidates to get familiar with the software.
According to Mr. Phat, the authorities need to support high-tech fraud detection tools and software, while ensuring stable internet connection and power systems throughout the exam period.
Regarding the Department of Education and Training, Mr. Vo Tan Phat recommended stepping up the direction of high schools to innovate methods of testing and evaluating students on computers to create a premise for organizing graduation exams; building a system of questions and a common question bank for each subject in the whole province to help units refer to and implement synchronously.
In addition, the Department needs to organize training and professional development for officers and teachers working on exams; consult with competent authorities to support and equip computers and necessary equipment; and coordinate with competent authorities in the work of securing exam questions and papers and ensuring information security when organizing exams on computers.
Mr. Nguyen Van Hoang, Principal of Nguyen Hue High School (Hung Yen), emphasized that the important thing is to have synchronous support in terms of technical infrastructure, standardized testing software, monitoring mechanisms and professional guidance.
At the same time, there should be policies to support disadvantaged localities so that all students have equal access. Students in different schools and types should benefit from the same policies.
Coordination of authorities in data security and system safety is also a key factor.
“From practice, we recommend that there should be a roadmap for regular training and education for staff, teachers and students; expanding trial testing sessions to gain experience, especially testing in schools and localities with difficulties in facilities, equipment, computers, etc., so that timely adjustments can be made.
At the same time, it is necessary to promote communication so that parents and society can accompany and support. More importantly, it is necessary to ensure fairness between regions, so that the exam is not only modern but also humane, creating trust for the whole society," Mr. Hoang stated his opinion.
