I was recruited as a civil servant in November 2014, with the title of Primary School Teacher, code 15a.203. After that, I was transferred to a Grade II Primary School Teacher, code V.07.03.07. During the review of the transfer of professional titles from the old Grade II to the new Grade II in July 2024, according to regulations, I must have held the rank for 9 years, not counting the probationary period, so I was not considered for transfer. The appointment of the professional title of Primary School Teacher Grade II (code V.07.03.28) is carried out in accordance with the provisions of Point c, Clause 1, Article 7 of Circular No. 02/2021/TT-BGDDT, which has been amended and supplemented in Clause 7, Article 2 of Circular No. 08/2024/TT-BGDDT. Accordingly, the appointment to the professional title of Primary School Teacher Grade II (code V.07.03.28) for Primary School Teachers Grade II (code V.07.03.07) with a total time holding the professional title of Primary School Teacher Grade III (code V.07.03.08) and Grade II (code V.07.03.07) or equivalent of 9 (nine) years or more (excluding probationary period).

In addition, according to the provisions of Clause 2, Article 13 of Circular No. 13/2024/TT-BGDDT, the time determined is equivalent to the time holding the professional title of Grade III Primary School Teacher (code V.07.03.08) including: Time holding the professional title of Grade III Primary School Teacher (code V.07.03.29); Time the teacher holds the professional title of Grade III Primary School Teacher (code V.07.03.08);

Time period of time the teacher holds the professional title of Grade IV Primary School Teacher (code V.07.03.09); Time period of time holding the rank of Main Primary School Teacher (code 15a.204); Time period of time holding the rank of Primary School Teacher (code 15.114); Other time periods determined by competent authorities to be equivalent to the ranks and ranks specified in Point a, Point b, Point c, Point d, Point dd of this Clause when the teacher is transferred to the professional title of Primary School Teacher;

Working time in accordance with the provisions of law, with compulsory social insurance payment meeting the Government 's regulations at Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP, amended and supplemented at Clause 16, Article 1 of Decree No. 85/2023/ND-CP.

At the same time, according to the provisions of Clause 1, Article 10 of Circular No. 02/2021/TT-BGDDT, which was amended and supplemented in Clause 9, Article 2 of Circular No. 08/2024/TT-BGDDT, the time a teacher holds the professional title of Primary School Teacher Grade II (code V.07.03.07) or holds the rank of Senior Primary School Teacher (code 15a.203) is determined to be equivalent to the time holding the professional title of Primary School Teacher Grade II (code V.07.03.28).
