I am a child of a war invalid and was entitled to a 100% tuition exemption policy when I was in university. I would like to ask, if I have graduated but want to continue studying at a college or get a second degree, will I still be entitled to the tuition exemption policy or tuition support? Clauses 6, 7, 8, Article 19 of Decree No. 238/2025/ND-CP stipulate: Tuition exemption, reduction, and support policies shall not apply to learners who have enjoyed this policy at a vocational training institution or university and now continue to study at another vocational training institution or university at the same level and training level.

If a student is eligible for tuition exemption or reduction and studies at multiple educational institutions or multiple faculties or majors in the same educational institution, he/she will only enjoy one tuition exemption or reduction regime.

Tuition exemption, reduction, and support policies are not applied to learners in the form of continuing education programs that meet learners' requirements, update knowledge and skills, transfer technology, train and foster to improve professional capacity or short-term training and fostering; except for learners in continuing education programs to obtain diplomas of the national education system.

Tuition exemption, reduction, support and study cost support are not applicable during the time the student is disciplined to stop studying or forced to drop out, reserve, repeat a grade, or take additional classes.

In case a learner has to stop studying; retake, reserve, or repeat a grade (no more than once) due to illness, accident, or stop studying for reasons of force majeure not due to discipline or voluntarily withdraw from studying, the head of the educational institution shall consider allowing the learner to continue studying according to regulations and continue to enjoy the support policies prescribed in this Decree.

Thus, based on the above regulations and according to your letter, in your case, you have enjoyed the tuition exemption policy when studying at university. If you continue studying at a college or get a second degree, you will not enjoy the tuition exemption policy according to the provisions of Clause 6, Article 19 of Decree 238/2025/ND-CP mentioned above.
