On the evening of October 3, the Hanoi Department of Education and Training sent Document No. 4019 to the People's Committees of wards and communes; units and schools under the Department of Education and Training, requesting proactive response to storm No. 11 (storm Matmo).

Accordingly, the Hanoi Department of Education and Training requested the People's Committees of wards and communes to direct educational establishments in the area; heads of units and schools under the Department to closely monitor the developments of storm No. 11, seriously and effectively implement the directions and instructions of the Central Government, the city and local authorities in the work of natural disaster prevention, control and search and rescue; regularly and closely monitor warnings, forecasts and developments of weather and natural disasters to proactively prevent, avoid, respond to and overcome the consequences of natural disasters.
The Department also requested units to proactively review and prepare plans based on weather and natural disaster situations, deploy disaster response plans according to the "4 on-site" principle suitable to school conditions. Review the tree system in the school campus, if detecting perennial trees at risk of breaking or falling, it must be reported for timely handling. In case it cannot be done immediately, there must be a warning of danger and contact with specialized agencies for handling as soon as possible. School units need to have plans and promptly move assets, machinery, equipment, tables, chairs, records, books to a safe place, ensuring no damage, breakage, loss, minimizing damage caused by storms.
For units and educational establishments with boarding students, the Hanoi Department of Education and Training recommends strict management of students; student movement must be closely coordinated between schools and families according to plans and instructions from local authorities, ensuring absolute safety. At the same time, prepare enough drinking water, food, and provisions to ensure the living needs of students staying at school during storms.
Faced with the developments of natural disasters, storms, floods, and epidemics, heads of educational institutions need to regularly monitor the situation, promptly adjust flexible teaching and learning plans, and choose appropriate forms; at the same time, proactively report to the People's Committees of wards and communes; relevant units and the Department of Education and Training for coordination, direction, and handling.
Schools absolutely do not organize extracurricular activities, collective activities, especially in areas at risk of flooding and landslides. Establish information channels with parents to manage students when participating in local activities, minimizing risks that may occur due to storms.
After the storm, localities and schools proactively organized cleaning and disinfection, overcame flooding, and ensured a safe environment for students and teachers.
