Strengthening trust with the business community.

According to data from the General Statistics Office of the Ministry of Finance, in January, the whole country saw the establishment of more than 24,000 new businesses with a registered capital of over 180 trillion VND, an increase of 40.9% in the number of businesses and a 9% increase in registered capital compared to December 2025. Compared to the same period last year, the number of newly established businesses increased by 126.8% and the registered capital increased by 92.3%.

Regarding registered capital, the average capital per enterprise reached VND 7.5 billion, a decrease of 22.6% compared to the previous month and a decrease of 15.2% compared to the same period last year. The additional registered capital of operating enterprises in January 2026 reached nearly VND 358 trillion, a decrease of 2.5% compared to the same period in 2025.

Also in January, more than 24,500 businesses nationwide resumed operations, a 146.2% increase compared to the previous month and a 7.6% increase compared to the same period in 2025. This brings the total number of newly established and reactivated businesses in January 2026 to nearly 48,700, a 45.6% increase compared to the same period in 2025. Notably, nearly 1,000 household businesses converted to the corporate model, equivalent to about 25% of the total number of households converting in 2025 – indicating that the trend of formalizing business operations is accelerating, barriers to market entry continue to be removed, and compliance costs are gradually decreasing.

These are positive signs, demonstrating the effectiveness of policies promoting private sector economic development, notably the "four resolutions," thereby boosting investment flows, creating a foundation for stable growth, and especially strengthening confidence within the business community.

In fact, after more than 9 months since the issuance of Resolution 68, positive impacts have been recorded, and the confidence of domestic and foreign businesses continues to be strengthened, as evidenced by investment flows, business confidence indicators, and the recovery of production and trade activities. However, according to the assessment at the 4th session of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on the development of the private economy, the investment and business environment still has many barriers and obstacles that need to be removed. Administrative procedures in some areas remain complex; petty corruption, causing difficulties for businesses, still occurs. In addition, equal access to resources such as credit capital and land for small and medium-sized enterprises and business households remains difficult. The competitiveness, technology, and management capacity of most domestic private sector enterprises are still limited…

It should also be recalled that, in a 2025 report by Committee IV, businesses are still facing the same difficulties mentioned in previous reports, with administrative procedures and compliance with legal regulations being the biggest challenge, chosen by 69.1% of businesses. Therefore, for businesses to develop, according to Prime Minister Pham Minh Chinh , the State must implement "5 key elements": streamlined institutions and procedures to reduce compliance costs for businesses; synchronized and smooth infrastructure to reduce input costs and increase competitiveness; intelligent human resources and management to increase labor productivity; access to resources for private enterprises to ensure equal access and development of state-led capital, activating all social capital; and understanding and empathy for the difficulties and obstacles faced by businesses in order to develop appropriate policies.

For businesses, the Prime Minister proposed five pioneering initiatives: pioneering in innovation, scientific and technological development, digital transformation, green transformation, and economic restructuring; pioneering in human resource training, job creation, livelihoods for the people, and social welfare; pioneering in building institutions, mechanisms, policies, and rigorously enforcing the law; pioneering in building a humane and ethical culture in business operations; and pioneering in contributing to and mobilizing all resources for national development.

It is clear that when policies and guidelines for business development are on the right track and meet the aspirations of the business community, the core issue is the capacity and effectiveness of implementation. Quickly translating resolutions, policies, and guidelines into concrete, measurable, and accessible support policies will be key to strengthening confidence and removing bottlenecks for businesses.
