Youth Union members of Tam Thanh ward (members of the guidance team) support people in filling out land registration forms according to regulations.

In Resolution No. 01 dated July 1, 2025 of the Tam Thanh Ward Party Committee on focusing on leadership and direction in implementing key tasks in 2025, the Ward Party Committee set the task of "Focusing on leadership and drastic direction in implementing the declaration and issuance of land use right certificates and ownership of assets attached to land for the first time, striving to reach 50% or more for undeclared land plots in the area".

Mr. Hoang Tuan Anh, Head of the Department of Economic Infrastructure and Urban Areas, Tam Thanh Ward, said: In order to carry out the work of declaring and registering for the first issuance of land use right certificates for organizations, households, individuals, and residential communities in the area, the department has advised the Ward People's Committee to issue Plan No. 11 dated July 23, 2025 on completing the declaration of land use right certificates and ownership of assets attached to land in Tam Thanh Ward; at the same time, issued Plan No. 01 dated August 4, 2025 on implementing the declaration of land use right certificates in the ward. The goal is that by the end of 2025, the ward will complete the declaration of land use right certificates for 50% of the plots that have not been declared for the first issuance of certificates in the ward, equivalent to 3,731/7,463 plots of land of households, individuals, and residential communities.

"According to the provisions of Point h, Clause 1, Article 5 and Clause 3, Article 10 of Decree No. 151 dated June 12, 2025 of the Government on the decentralization of authority of local authorities at 2 levels, decentralization and decentralization in the field of land, the authority to carry out land registration and issue first-time land use right certificates belongs to the Chairman of the People's Committee at the commune level. The fact that the People's Committee of Tam Thanh Ward proactively reviewed, issued a plan and organized the implementation of land use right registration and issuance of land use right certificates according to its authority in the ward is very positive. This has contributed to helping state management agencies clearly understand the legal status of each land plot managed and used by land users, thereby serving as a basis for advising on policy planning to serve the socio-economic development of the locality, and as a basis for directing the issuance of certificates for eligible land plots, ensuring that land users exercise their rights and obligations as prescribed".

According to the plan, from August 8 to September 28, 2025, every Saturday and Sunday, the Ward People's Committee will establish a Team to guide the declaration of the first issuance of the Land Use Right Certificate (consisting of 15 members) to directly go to the cultural houses of 25 blocks in the ward to support people in completing the procedures for declaring and registering for the issuance of the Land Use Right Certificate according to regulations. The Team will support people in making concentrated declarations according to the area of each block, creating favorable conditions for people.

At the support sessions, the members of the working group actively disseminated to the people the purpose and significance of declaring and registering for the first issuance of land use right certificates; directly guided the people on the administrative procedures and required dossier components; and directly received the fully declared dossiers; made a schedule to track the dossiers that had been received and managed, arranged, and handed over the received dossiers to the Ward Public Administration Service Center for settlement according to the process.

During the implementation process, the working group also directly answered and clarified people's concerns and questions related to the origin of land use; determining the area and assets on the land; types of supporting documents... In addition, people were provided with free sets of documents, applications, and declarations according to prescribed forms.

Mr. Ngo Van Hung, Hoang Tam block said: My family has over 1,200 m2 of garden land that has not been declared and registered for the issuance of land use right certificates according to regulations. After being informed and propagated by the ward officials, I went to the block's cultural house to be guided and complete the procedures, ensuring they were complete and in accordance with the process. Here, the ward officials enthusiastically answered my family's concerns and at the same time supported me in declaring the procedural forms according to regulations. Thanks to that, the declaration and registration of land use right certificates for my family was completed quickly.

Like Mr. Hung's family, people in the blocks of Tam Thanh Ward were also guided and supported by ward officials to carry out procedures for declaring and issuing land use right certificates for the first time. According to statistics, from August 8 to now, Tam Thanh Ward People's Committee has supported people to declare and register 774 land plots of 361 households in 10 blocks in the area, reaching 20.7% of the set target. From now until September 28, the Ward People's Committee will continue to support people in the remaining 15 blocks of the ward to declare and register for the first land use right certificates according to regulations.

It is known that after the arrangement, Tam Thanh Ward is the proactive and pioneering unit in implementing the declaration and registration for the first issuance of land use right certificates. In the coming time, the Ward People's Committee will continue to propagate so that people fully grasp the information and proactively make declarations according to regulations. It is believed that, with the solutions that have been and are being implemented, the implementation of declaration and issuance of land use right certificates in the area will be carried out effectively, contributing to improving the State management of land in the ward.
