Arriving at Cao Minh village, Bang Huu commune, we were impressed by the spacious high-rise buildings growing up close together on both sides of the road. If we had not been introduced beforehand, we probably would not have believed that this used to be a particularly difficult village of the commune. The village has nearly 50 hectares of forestry land, more than 140 hectares of agricultural land, accounting for nearly 89.7% of the total natural land area of the village. This is an advantage for the village to develop production models such as growing anise, growing tobacco, etc. In addition, the village also has great potential for livestock development with abundant local food sources.
Ms. Nong Thi Thuy, Party cell secretary and head of Cao Minh village, shared: The village has 123 households with more than 570 people. Previously, people in the village mainly engaged in small-scale agricultural production and some households had a mentality of waiting and relying on the State's support, so the village's poverty rate was still high. To help people rise up, the Party cell, the village's front committee and mass organizations organized village meetings and went to people's homes to propagate and mobilize them to change the structure of crops and livestock, especially focusing on developing star anise cultivation and raising buffalo, cows and chickens.
In order for people to have knowledge and production techniques, every year, the village encourages people to participate in 1-2 training courses on science and technology transfer, vocational training on agriculture and forestry organized by the commune in coordination with specialized agencies. Currently, the whole village has more than 23 hectares of tobacco; over 41 hectares of star anise, notably, nearly 14 hectares of star anise are grown according to organic standards... At the same time, through associations and unions, the whole village currently has 46 households borrowing capital from the Chi Lang Social Policy Bank Transaction Office with an outstanding debt of more than 5.7 billion VND for cultivation and livestock...
In addition, from 2021 to present, from the capital of the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas, the whole village has implemented 4 projects including: a buffalo breeding project with 4 households participating with a total support fund of 420 million VND; a white horse breeding project with 3 households participating with a total support fund of nearly 480 million VND; a chicken breeding project with 12 households participating with a total support fund of over 220 million VND and a cow breeding project with 7 households participating with a total fund of nearly 150 million VND. Since their implementation, the projects have been practically effective, currently the whole village maintains over 30 production models associated with local advantages. On average, each household participating in the project has an additional income of 40 - 80 million VND/year.
Mr. Hoang Van Huu, Cao Minh village said: Previously, my family was a poor household. In 2021, after participating in the cattle breeding project, my family was supported with 1 cow and received technical training. Thanks to that, the cows developed well and have now given birth to 3 more. In September 2024, my family sold 2 cows, bringing in an income of more than 50 million VND, along with harvesting anise, growing tobacco, crops, etc., bringing in a revenue of nearly 150 million VND/year after deducting expenses. By the end of 2024, my family had escaped poverty.
Thanks to effective economic models and efforts to change the face of the homeland, the material and spiritual life of the villagers has been significantly improved. By the end of 2024, the poverty rate of the village was 3.2%, down 20.8% compared to 2021; average income per capita reached 45 million VND/person/year, up 13 million VND compared to 2021.
Mr. Long Minh Tung, Chairman of Bang Mac Commune People's Committee, assessed: Cao Minh village is a bright spot of the commune in promoting internal resources to escape poverty. With efforts to overcome difficulties, in August 2025, Cao Minh village was honored to receive a certificate of merit from the Prime Minister for its outstanding achievements in implementing the National Target Program on Socio-Economic Development of Ethnic Minority Mountainous Areas for the period 2021-2025.
The changes in Cao Minh village are a vivid demonstration of the strength of the people's spirit of solidarity and self-reliance. We believe that, by promoting the results achieved, Cao Minh will continue to grow strongly, contributing positively to the overall socio-economic development of the commune.
