According to Mr. Tran Dung Ha, Deputy Director of the Ho Chi Minh City Social Insurance Agency, the survey aims to objectively assess the quality of service provided by the Social Insurance Agency and related service providers, thereby serving as a basis for further improving operational procedures and enhancing the quality of public service delivery.
Through this survey, the Ho Chi Minh City Social Insurance Agency aims to promptly understand the needs, aspirations, difficulties, and obstacles of organizations and individuals in participating in and benefiting from social insurance, health insurance, and unemployment insurance policies. The measurement methods must be scientific, modern, and practical, while also ensuring objectivity, honesty, cost-effectiveness, and efficiency. Importantly, the personal information of individuals and organizations participating in the survey will be kept strictly confidential.
The 2025 survey will focus on measuring the satisfaction level of organizations and individuals in participating in the development and implementation of social insurance, health insurance, and unemployment insurance policies, based on four factors: responsibility for providing information, participation, quality of implementation, and policy impact. In addition, it will measure satisfaction with the provision of public administrative services at one-stop service centers, electronic transactions, collection and disbursement services, and health insurance medical facilities through five factors: accessibility, administrative procedures, service quality, service outcomes, and handling of feedback and suggestions. These factors will be specified with concrete criteria, ensuring a comprehensive and realistic assessment.
The survey was conducted from September 10th to October 31st. The primary survey method involved distributing questionnaires directly, contacting respondents, and collecting them immediately upon completion. Simultaneously, data was checked, cleaned, and encrypted to ensure accuracy. With thorough preparation, a scientific measurement method, and a commitment to innovation, the Ho Chi Minh City Social Insurance Agency believes that the 2025 survey results will accurately reflect the level of satisfaction among citizens and businesses. This will serve as an important basis for the Ho Chi Minh City Social Insurance Agency to improve its operational processes, enhance service quality, and promote a sense of responsibility among its staff.
