According to the report at the meeting, for 9 non-budget investment projects that are behind schedule and still have many problems in Hoang Van Thu commune, the Provincial People's Committee has assigned departments, branches, and Hoang Van Thu commune People's Committee 11 tasks according to the conclusion notices and Plan No. 116.
As of the reporting date (September 8, 2025), relevant agencies and units have completed 3 tasks; completed but not yet completely handled 6 tasks; and have not yet completed or have remaining deadlines for 2 tasks.
The unfinished or completed but not yet completely handled tasks are mainly related to inspection and handling of violations related to land and environment fields...; guidance on project adjustment; site clearance; handling of land procedures and planning related to projects...
At the meeting, representatives of departments, branches and the People's Committee of Hoang Van Thu commune focused on discussing and clarifying difficulties related to the implementation of tasks; at the same time, they recommended and proposed a number of solutions to speed up the progress and effectively implement the tasks assigned by the Provincial People's Committee such as: proactively advising the Provincial People's Committee on the procedures for land recovery and handling violations in land use and construction in investment projects; the People's Committee of Hoang Van Thu commune coordinated with departments, branches and sectors to promptly handle land procedures related to projects in accordance with regulations; urged investors to promptly complete project adjustment dossiers...
Speaking at the meeting, the Vice Chairman of the Provincial People's Committee requested relevant departments, branches and units to continue to strengthen coordination, focus on speeding up the implementation of outstanding tasks to resolve and remove obstacles and difficulties for projects in Hoang Van Thu commune.
In particular, for the projects of Dat Phat Production and Import-Export Joint Stock Company , he requested the Department of Agriculture and Environment to coordinate with relevant units and the People's Committee of Hoang Van Thu commune to provide specific instructions and support businesses in completing land procedures; the Department of Finance to provide specific instructions on adjusting projects in accordance with regulations.
At the same time, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone urgently carried out procedures to withdraw and terminate the project for the project of building the office headquarters and introducing products, business and service areas of Minh Quan Company Limited; focused on urging and guiding investors to carry out procedures to adjust the project on schedule for the projects: Dragon Automobile Manufacturing and Assembly Factory, Expansion of Saigon - Tan Thanh Trade Center at Tan Thanh - Lang Son Border Gate, 4-star Friendship Hotel; at the same time, strengthened inspection of compliance with land and construction laws for the remaining projects .
Regarding the above tasks, the Vice Chairman of the Provincial People's Committee requested relevant agencies and investors to focus on implementing them and report the results to the Provincial People's Committee in September 2025. At the same time, the Department of Finance continues to monitor and urge the implementation of assigned tasks according to Plan No. 116.
