4,216 billion VND has been allocated for projects serving the APEC 2027 Conference

An Giang urgently deploys investment in many projects to serve the APEC 2027 Conference in Phu Quoc

According to the People's Committee of An Giang province, up to now, the province has allocated local budget capital for public investment projects serving the APEC 2027 Conference in Phu Quoc with an amount of more than 1,465 billion VND. At the same time, the province has proposed the Ministry of Finance to allocate central budget capital to implement projects serving the APEC 2027 Conference with a total central budget capital of about 9,172.336 billion VND (of which: 2,751.71 billion VND is expected to be allocated in 2025, 4,577.083 billion VND in 2026, and 1,843.573 billion VND in 2027).

On July 19, the Prime Minister issued Decision No. 1566/QD-TTg on assigning additional development investment expenditure estimates and public investment plans from the central budget in 2025 from the central budget revenue in 2024 to ministries, central agencies and localities; in which, An Giang province was assigned VND 2,751 billion to implement projects serving the APEC 2027 Conference. Thus, the capital source for implementing the 2025 plan has ensured the expected progress requirements of the proposed investors.

For 10 public investment projects serving the APEC 2027 Conference, the People's Committee of An Giang province has issued a Decision on issuing an Order to urgently construct projects using public investment capital, including: Project to build and level the ground for the construction of the APEC Conference Center and functional works; Provincial Road DT.975 Project (section from DT.973 - Phu Quoc Airport - DT.975 - DT.973); Project to build underground technical infrastructure in Duong Dong area; Project to build underground technical infrastructure in An Thoi area; Cua Can Lake Investment Project; Duong Dong 2 Lake Investment Project; APEC Boulevard Project; Project to invest in digital transformation technical infrastructure to build a smart monitoring and control center for comprehensive management of Phu Quoc city; An Thoi Resettlement Area Project, Suoi Lon Lake Resettlement Area Project, Ham Ninh Resettlement Area Project;

There is one remaining project, the Urban Metro Line Phase 1, that has not been implemented yet, because the province is proposing to the Prime Minister to consider implementing it according to the investor selection process in the special case of this project.

In addition, investors and departments are urgently updating and adjusting plans, selecting contractors to perform consulting, surveying, project planning, basic design, and construction drawing design for approval by competent authorities.

For 11 investment projects serving the APEC 2027 Conference outside the budget, the Provincial People's Committee has completed the selection of investors and granted the decision to approve investors for 3/11 projects (according to Appendix II of Decision No. 948/QD-TTg dated May 17, 2025 of the Prime Minister) including: Phu Quoc International Airport Expansion Investment Project; Dat Do Beach Mixed Urban Area Project; Ong Quan Mountain Eco-tourism Mixed Urban Area Project. The total investment capital of these 3 projects is about 92,000 billion VND.

For the remaining 8/11 projects, the Provincial People's Committee has assigned the Phu Quoc Economic Zone Management Board to select investors in special cases for 7/8 projects (5 wastewater and waste treatment projects; 2 water supply projects) and the Department of Construction for 1/8 projects (APEC Conference Center project).
