A consortium has submitted a bid to develop the $5 billion Can Gio mega-port.

The consortium comprising Vietnam Maritime Corporation, Saigon Port Joint Stock Company, and Terminal Investment Limited Holding SA has submitted an application to undertake the Can Gio mega-port project.

On April 8th, the Ho Chi Minh City Department of Construction reported to the Ho Chi Minh City People's Committee on the progress of procedures for three mega-port projects: Can Gio, Cai Mep Ha, and Gemadept - Terminal Link, in preparation for the groundbreaking ceremony on the occasion of the 51st anniversary of the Liberation of Southern Vietnam and National Reunification (April 30, 1975 - April 30, 2026).

These are three particularly important projects, expected to give Ho Chi Minh City the opportunity to rise to become a leading maritime logistics hub in Southeast Asia – a gateway directly connecting to the global supply chain.

Expedite procedures at Cai Mep Ha Port, Cai Mep Gemadept - Terminal Link

According to the Ho Chi Minh City Department of Construction, the Cai Mep Ha general and container port (phase 1) is being implemented by a consortium of Geleximco Group, International Transport and Trade Corporation (ITC), State Capital Investment and Business Corporation (SCIC).

The project has a total wharf length of approximately 6.9km with a designed capacity of about 11 million TEU/year, and a total investment of approximately 50,200 billion VND. In phase 1, the investor will build 2 wharves 900m long and 9 barge berths 1,027m long with a capacity of 2 million TEU/year. The total investment for phase 1 is approximately 14,867 billion VND.

Currently, the consortium is working with relevant departments to determine the project boundaries and complete land and environmental procedures. If the consortium completes the land allocation and lease procedures for part or all of the project before April 25th, the Ho Chi Minh City Department of Construction will coordinate with the investor and relevant agencies to advise on the commencement of site preparation for the project.

In cases where progress is not ensured or matters exceed the department's authority, the department will report to the Ho Chi Minh City People's Committee for timely consideration and guidance.

The second project is the Cai Mep Gemadept - Terminal Link Port (Phase 2), implemented by Cai Mep Gemadept - Terminal Link Port Joint Stock Company. The project has a scale of 1,150m of main wharf, a total area of ​​93 hectares, and is divided into two phases. Currently, the investor has completed and put into operation 800m of the main wharf and 190m of other wharves, capable of receiving vessels with a tonnage of up to 232,000 tons.

In phase 2, the company will invest in the construction of an additional main pier 285m long to accommodate vessels of 250,000 DWT, an upstream pier 359m long to accommodate vessels of 150,000 DWT, and a barge pier 390m long to accommodate vessels/barges of 5,661 DWT. The total investment for phase 2 is approximately 8,361 billion VND.

Regarding the schedule, the consortium proposed holding the groundbreaking ceremony for the Cai Mep Gemadept - Terminal Link port (phase 2) entirely within the land boundaries of the project that has been allocated or leased. Therefore, the Ho Chi Minh City Department of Construction agreed with the proposal to hold the aforementioned groundbreaking ceremony.

The Can Gio International Transshipment Port project covers an area of ​​approximately 571 hectares, with a designed capacity of 21 million TEU/year. The total length of the main wharf is approximately 7.5 km. The total investment capital is approximately 128,872.7 billion VND (equivalent to 4.99 billion USD).

The project received approval in principle from the Prime Minister in 2025. In March 2026, Ho Chi Minh City publicly announced information and began accepting proposals for the project under the strategic investor selection mechanism as stipulated in Resolution 260.

The consortium comprising Vietnam Maritime Corporation, Saigon Port Joint Stock Company, and Terminal Investment Limited Holding SA has submitted an application to undertake the project. The application is currently under review by the Ho Chi Minh City Department of Finance.

Therefore, the Ho Chi Minh City Department of Construction recommends that the Ho Chi Minh City People's Committee direct the Department of Finance to expedite the appraisal of the proposal and submit the results of the investor selection for the consortium of investors to implement the project for approval.

Terminal Investment Limited Holding SA is a subsidiary of MSC, the world's largest shipping company headquartered in Geneva, Switzerland.

The shipping company has a fleet capacity exceeding 23 million TEU/year, accounting for 18% of the world's total shipping capacity. Its service routes connect to more than 500 ports worldwide.

In Vietnam, MSC currently provides services to container ports in Hai Phong, Da Nang , Cai Mep - Thi Vai, etc. Annually, the MSC fleet transports more than 1 million TEU of import and export goods from Vietnam, connecting with major markets such as the US, Europe, China, Japan, Australia, and Southeast Asia.

MSC plans to expand its intra-Asia network, as well as create a hub that will consolidate the volume of goods currently being handled at various Asian locations.
