Taking advantage of the terrain and soil conditions to support a diverse crop and livestock structure, the Party Committee and government of Minh Coi commune, Ha Hoa district, have implemented comprehensive and effective solutions for sustainable poverty reduction over the years. As a result, many new economic models have emerged, people are striving in production, the percentage of poor and near-poor households has decreased year by year, and the lives of the people have improved significantly.
The 2km road connecting Zone 3 of Minh Coi commune to Van Lang commune in Ha Hoa district was constructed to serve the transportation and production development needs of the people.
Located about ten kilometers from the center of Ha Hoa district, Minh Coi commune currently has 782 households with nearly 3,000 inhabitants living in 4 administrative areas; the people here mainly engage in agriculture and forestry. In 2023, the value of agricultural, forestry, and fisheries production in the commune reached 112 million VND/hectare. Starting from a low base, the lives of the people are still facing many difficulties; identifying poverty reduction as a key task to ensure social security, in recent years, closely following the policies and support of the Party and State, Minh Coi commune has mobilized resources, invested in completing socio-economic infrastructure, accelerated the disbursement of public investment capital, reformed administration, and implemented synchronously support programs according to the needs of poor households throughout the commune such as: supporting vocational retraining; providing production loans; applying scientific and technological advancements to production; Converting inefficient rice-growing land to cultivate fruit trees and raise high-value aquatic products...
Currently, the poor and near-poor households in the locality that are receiving support policies are mainly elderly people living alone, households unable to work, people with disabilities, and people suffering from serious illnesses... Therefore, the locality has focused on effectively implementing social welfare work through reviewing, approving, and preparing dossiers for requesting monthly allowances for these individuals.
Along with strengthening propaganda, mobilization, and assistance for poor households to access support policies and schemes, the locality also pays special attention to creating favorable conditions for poor, near-poor, and newly-escaped-from-poverty households to borrow preferential loans from credit institutions and the Social Policy Bank to have the opportunity to develop economically; and promotes vocational training and job creation for rural laborers. Currently, the total amount of preferential loans that the locality has entrusted to the Social Policy Bank and the Agricultural and Rural Development Bank is over 31 billion VND for more than 200 households.
Currently, the commune has 6 businesses and 13 small-scale handicraft production facilities producing goods such as wood processing, mechanical engineering, and garment manufacturing, providing employment for nearly 50 workers. Annually, the commune People's Committee proactively coordinates with relevant units and organizations to recruit 1-2 vocational training classes for rural workers in need, with 35 students per class. Most students, after participating in these training courses, are employed at local workshops and factories, securing stable jobs and income. Currently, 71% of the workforce in the commune has received training and vocational skills, with 48% holding relevant qualifications.
With the support of preferential loans from the Social Policy Bank, the family of Mr. Phung Duc Thu - Zone 3, Minh Coi commune - has developed a commercial fish farming model that generates high income.
Mr. Phung Duc Thu, from Zone 3, said: “I am a self-employed worker. Previously, due to unstable work and income, life was very difficult. Thanks to the commune government's encouragement and support, I boldly borrowed 50 million VND from the preferential loan program of the Social Policy Bank to develop a commercial fish farming model. Not only did I receive loan support, but I also participated in training courses and received guidance on applying scientific and technical methods in aquaculture, so the economic model has proven effective. Currently, my family has over 2.5 hectares of water surface for raising tilapia, grass carp, and common carp, yielding 35-38 tons per year. After deducting expenses, I earn a profit of about 450 million VND per year.”
By implementing various synchronized solutions tailored to local conditions, Minh Coi commune has seen the emergence of many effective production models that have contributed to job creation and a reduction in the commune's poverty rate year by year. Currently, the average per capita income in the commune reaches 40.1 million VND/person/year; the poverty rate has decreased to 6.6%.
Comrade Ha Van Minh - Chairman of the People's Committee of Minh Coi commune, said: Based on the achievements made, in the coming time, Minh Coi commune will continue to focus resources on implementing the National Target Program on sustainable poverty reduction; promote the transformation of crop and livestock structures with high economic value; focus on effectively implementing programs and projects to create livelihoods and support the poor in developing production; striving to reduce the poverty rate in Minh Coi commune to below 5% by the end of 2025.
