The Chairman of the Da Nang City People's Committee, Nguyen Manh Hung, has issued a document requesting departments, agencies, and localities to urgently review and address the issue of delays and improve the rate of timely and early processing of administrative procedures in the city.
According to the Da Nang City People's Committee, in recent times, the public disclosure of data on the set of indicators for serving citizens and businesses, as stipulated in Decision No. 766/QD-TTg dated June 23, 2022, of the Prime Minister, on the National Public Service Portal of Da Nang City has shown positive progress.
However, a review of actual data on the National Public Service Portal from January 1, 2026 to the present shows that delays in receiving and returning results still account for a high percentage, affecting the progress criterion in the set of indicators for serving citizens and businesses; in particular, the land sector under the Department of Agriculture and Environment accounts for a large proportion.
Specifically, the entire city has 17,304 overdue completed applications. Of these, the agriculture and environment sector accounts for 13,655 applications (equivalent to 78.9%), mainly concentrated at the Land Registration Office and its branches with 13,366 applications; the Department of Agriculture and Environment has 289 applications. Other departments and agencies have 876 applications. The People's Committees of communes and wards have 2,773 applications.
Regarding overdue applications, the entire city has 1,141 pending cases; of which the agriculture and environment sector accounts for 591 cases (over 50%), notably the Land Registration Office and its branches with 438 cases; the Department of Agriculture and Environment with 153 cases. Other departments and agencies have 110 cases. The People's Committees of communes and wards have 440 cases.
Regular staff replacements are causing delays in processing applications.
In light of the above situation, the Chairman of the Da Nang City People's Committee severely criticized the agencies and units for the delays in processing applications.
At the same time, the Director of the Department of Agriculture and Environment is requested to urgently and seriously rectify the aforementioned delays in processing applications and propose solutions to ensure that the rate of applications processed on time reaches 99% as required by the Da Nang City Party Committee, aiming to end the delays in processing applications and complete the process by May.
Conduct a review to clarify the responsibilities of relevant collectives and individuals, especially those who frequently cause delays in handling administrative procedures for citizens and businesses; promptly replace officials who consistently cause delays in processing applications and report to the City People's Committee before May 15th.
The Chairman of the City People's Committee assigned Vice Chairman Tran Nam Hung to directly work with the Department of Agriculture and Environment, the Land Registration Office and its branches to clarify the objective and subjective causes and propose solutions to address the issue, reporting to the City People's Committee before May 15th.
The remaining Vice Chairmen, according to their assigned duties, will direct departments, agencies, and localities to develop solutions to address the issues and report to the City People's Committee before May 15th.
For departments, agencies, and People's Committees of communes and wards, it is required to focus on resolving all overdue applications based on statistics on the National Public Service Portal; fully and promptly update the application processing progress, administrative procedure resolution results, and delivery time; aiming to eliminate delays in applications and complete them by May.
The People's Committee of the City assigns the Department of Internal Affairs to coordinate with the Office of the People's Committee of the City to regularly monitor the situation of handling administrative procedures by agencies and units in the city, conduct monthly, quarterly and annual evaluations of the units, and report to the Chairman of the People's Committee of the City for consideration and decision.
The Office of the People's Committee of the City regularly monitors, urges, and supports agencies and units in the process of resolving administrative procedures; compiles and reports to the Chairman of the People's Committee of the City on overdue completed dossiers and overdue dossiers currently being processed by agencies and units every Monday.
