The Office of the President, in coordination with the Ministry of Public Security , the Ministry of Foreign Affairs, and the Supreme People's Court, held a press conference this afternoon (May 30) to announce Decision No. 751/QD-CTN dated May 26, 2026, of the President on the 2026 amnesty.
Lieutenant General Le Van Tuyen, Deputy Minister of Public Security; Deputy Head of the Office of the President Can Dinh Tai; Deputy Chief Justice of the Supreme People's Court Nguyen Van Tien; and Deputy Minister of Foreign Affairs Dang Hoang Giang co-chaired the press conference.

Speaking at the press conference, Deputy Head of the Office of the President Can Dinh Tai emphasized: Amnesty is the embodiment of the strictness of the law and the humane traditions of the nation; it is a vivid manifestation of Vietnam's socialist rule of law state, which places people at its center, resolutely protecting the rule of law while creating opportunities for those who are truly repentant to reintegrate and contribute to society.
In the process of national construction and development, the Party and the State have consistently maintained the view that all violations of the law must be dealt with strictly, but the ultimate goal of justice is not only punishment but also education, rehabilitation, and restoration of good human values.
Years of experience have shown that the amnesty policy has yielded positive results. The majority of those granted amnesty have quickly stabilized their lives, actively engaged in labor and production, complied with the law, and become useful citizens. This affirms the effectiveness of the education and rehabilitation of prisoners, while simultaneously strengthening public confidence in the humanistic values of Vietnamese law.
The year 2026 holds particular significance as the country enters the phase of implementing the Resolution of the 14th National Congress of the Party, preparing new foundations for rapid and sustainable development, improving the quality of national governance, and consolidating the great national unity.
In this context, the implementation of the 2026 amnesty further affirms the consistent message of the Party and the State: No one is left behind if they are truly determined to correct their mistakes and strive to improve themselves through their own will.
Under the direct leadership and guidance of the Party, the State, and the Clemency Advisory Council, ministries, departments, localities, and detention facilities have seriously, objectively, openly, transparently, and in accordance with the law. All dossiers have been rigorously reviewed to ensure accuracy and fairness.
"Based on the recommendation of the Clemency Advisory Council, on May 26, 2026, the President decided to grant clemency to 9,950 prisoners who met the legal requirements. This is not only a joy for those granted clemency and their families, but also a testament to the effectiveness of humane criminal policy and the persistent efforts of the forces involved in managing, educating, and rehabilitating prisoners," said Can Dinh Tai, Deputy Head of the Office of the President.

On behalf of the Office of the President, Deputy Head of the Office of the President Can Dinh Tai expressed his sincere gratitude for the responsible cooperation of functional agencies, press and media agencies in contributing to the correct dissemination of the Party and State's guidelines and policies. He requested that all levels, sectors, local governments, the business community, social organizations and the entire population continue to accompany and support those granted amnesty in reintegrating into the community; transforming the opportunities given into motivation for striving so that each person returning can become a success story of rehabilitation and striving.
At the press conference, leaders of relevant agencies exchanged views and answered reporters' questions related to the amnesty process.
Regarding the process of reviewing pardon applications, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, affirmed that the review of pardon applications is carried out in a very democratic, open, transparent, and rigorous manner, in accordance with the law. All applications for pardon this time received high consensus from the Pardon Advisory Council before being submitted to the President for a pardon decision.
General Le Van Tuyen emphasized that the Public Security sector, especially the grassroots police force, will continue to closely coordinate with agencies and units to support and create favorable conditions for those granted amnesty to reintegrate into the community, work, live, and become useful citizens for society.
Regarding the question of how many of the pardoned prisoners were involved in economic crimes and how many were foreigners, Lieutenant General Le Van Tuyen stated that, according to compiled data, out of the 9,950 pardoned prisoners, 644 were involved in economic crimes and 63 were foreigners.
