The Tien Son sports complex, shaped like a flying saucer, has been cleaned of trash, overgrown with weeds, had its paving stones replaced, and some sections of the walls that had been vandalized repainted.
Over the past two days, the Da Nang Department of Culture and Sports has mobilized staff to clean up and beautify the area around the Tien Son Sports Arena on Phan Dang Luu Street, Hai Chau District, following VnExpress's report on the unsightly and unattractive conditions there.
Trash under rainwater drains, ventilation holes, and trash cans has been collected. Weeds in the stairwells and second-floor lobby have been largely removed. Some graffiti-covered walls have been repainted.
By the afternoon of November 9th, many broken or missing granite slabs covering the drainage ditches had been replaced. The department also placed additional plastic trash bins and trimmed the grass in the grounds. However, many sections of the surrounding walls still have unsightly graffiti. The wooden benches are rotting and awaiting treatment.
Explaining the reason for the dilapidated state of the sports complex, Mr. Nguyen Trong Thao, Deputy Director of the Department of Culture and Sports, said that the area outside the complex is an open space with internal roads, parking lots, garden areas, trees, and lawns... Because there are no fences or gates, it has become a destination for people to exercise and have fun.
Some people lack awareness of protecting property and maintaining general environmental hygiene. The Sports Center (the unit managing the facility) has placed many trash cans around the area, and security guards have been raising awareness and reminding people, but the problem of littering and arbitrarily stuffing trash into drainage ditches still occurs.
Furthermore, some teenagers chose times when there were few people around to draw pictures, write graffiti, deface glass windows, protective walls, and decorative aluminum panels at the grandstand entrances; they gathered to surf and arbitrarily removed iron frames and granite slabs covering drainage pipes to erect barriers to jump over. Some even surfed on granite flowerbed seats, slid onto decorative aluminum panels, and collided with glass doors, causing property damage.
Some employees of the City Parks and Greenery Company, after tending to the trees and lawns in the garden area, arbitrarily left equipment, tools, and watering hoses in the ventilation area of the basement.
Regarding subjective reasons, Mr. Thao stated that the Department was organizing two national tournaments in volleyball and chess, resulting in a large number of attendees and consequently, many cars were not allowed into the parking area and were parked on the walkways inside the sports complex. "The workforce was focused on the tournaments, leading to shortcomings in the inspection and remediation of issues in the outdoor areas," Mr. Thao said.
In the coming period, the Sports Center will strengthen inspections to promptly address any damage; intensify propaganda and reminders to residents, students, and pupils to maintain general hygiene and be mindful of protecting property; and install additional signs and directions to raise awareness among people coming to participate in recreational activities.
The center also increased its cleaning staff (currently two people) to ensure prompt waste collection; and proposed removing all the rotten and peeling wooden benches; and installing additional cameras in the garden area, walkways, and the first and second-floor lobbies to manage, monitor, and address any restrictions on outdoor space.
The Tien Son Sports Complex was built on a 94,000 m2 plot of land, with the main arena comprising one basement level and three above-ground levels, covering an area of over 10,400 m2, designed to resemble a flying saucer. This is a landmark project of Da Nang City, construction of which began in July 2009 at a cost of 42 million USD (approximately 750 billion VND at the exchange rate at the time). The complex opened in December 2010.
On average, the Sports Palace hosts 12-14 city-level sports competitions annually; 8-10 national, regional, and international sports competitions; 5-7 sports competitions and events organized by central and local government agencies; and 35-40 other sports competitions, events, and activities of varying sizes each year.
