Da Nang will experience significant development in the semiconductor industry.

At the Da Nang Semiconductor Investment Promotion Conference 2024, held on the morning of August 30th, Chairman of the Da Nang People's Committee Le Trung Chinh stated that Da Nang identifies high technology, including the semiconductor industry and artificial intelligence, as one of the breakthrough sectors, creating momentum for rapid and sustainable development of the city.

From late 2023 to the present, the city has been reaching out to investors and implementing human resource training programs. Many leaders from large corporations such as Synopsys, Intel, Qualcomm, Marvell, NVIDIA, etc., have visited to survey the investment environment in the city. Partners have given positive assessments of the potential and investment opportunities in the semiconductor chip design and artificial intelligence sectors.

According to Da Nang City Chairman Le Trung Chinh, the semiconductor and artificial intelligence industries are among the city's breakthrough sectors.

According to Susan Burns, the U.S. Consul General in Ho Chi Minh City, Da Nang's semiconductor industry is attracting global attention due to its strategic location and high-quality workforce. The United States recognizes the importance of promoting the supply chain and wishes to strengthen cooperation in the semiconductor sector in Da Nang.

According to her, the most important thing is that Vietnam needs a world- class workforce. The United States is committed to supporting Vietnam in addressing the challenges facing the semiconductor industry today and building a sustainable and innovative semiconductor ecosystem.

Susan Burns, the US Consul General in Ho Chi Minh City, shared that Da Nang is attracting global attention thanks to its strategic location and high-quality workforce.

Mr. Trinh Khac Hue, General Director of Qorvo Vietnam, shared that Da Nang is an ideal location for developing the semiconductor industry. Currently, Qorvo Vietnam is continuing to explore and work with the city on the development of semiconductors. According to Mr. Hue, the key to Da Nang's success is the need to develop a high-quality engineering workforce. Persistent training will help Da Nang become a semiconductor design center in Vietnam and, further, in the world.

Sharing the same view, Mr. Le Quang Dam, General Director of Marvell Vietnam, believes that high-quality human resources are the most important factor for the development of the semiconductor industry in Vietnam in general and Da Nang in particular.

According to him, cooperation between businesses, universities, etc., is necessary in training human resources and sharing technical knowledge about new technologies. Only in this way can we compete with businesses around the world.

Tripartite cooperation agreement and Memorandum of Understanding on cooperation in the development of the semiconductor industry in Da Nang City.

Responding to feedback from businesses, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, stated that Resolution 136 includes specific policies and mechanisms for the semiconductor and artificial intelligence industries. Da Nang is the first locality to receive these policies. These include policies on exemption from personal income tax and training costs; policies to attract experts and scientists to work in the city; and policies on equipment procurement, etc.

Mr. Nguyen Van Quang hopes these policies will be a driving force attracting investors to Da Nang. At the same time, he expects investors to meet capital requirements, commit to long-term partnerships with the city, train human resources, and commit to technology transfer.

Train at least 5,000 semiconductor microchip engineers.

Deputy Minister of Information and Communications Bui Hoang Phuong assessed that Da Nang is a dynamic locality, a prime example of a spirit of daring to think, daring to act, and innovation. These characteristics are well-suited for the development of the semiconductor industry. Da Nang has a favorable investment and business environment, high-quality human resources, developed IT infrastructure, and the attention and determination of the city government are important factors ensuring the development of the semiconductor industry.

Deputy Minister Bui Hoang Phuong assessed that Da Nang is a dynamic locality, a prime example of the spirit of daring to think, daring to act, and innovative creativity.

Along with the above advantages, the National Assembly has passed Resolution 136 on the organization of urban government and piloting special mechanisms and policies for the development of Da Nang City, including outstanding preferential policies for strategic investors and strategic partners in the fields of microchips and artificial intelligence. This is a driving force to attract foreign investment into the locality.

"I believe Da Nang will achieve successful and outstanding developments in the semiconductor industry in the coming period," the Deputy Minister emphasized, and suggested that Da Nang proactively develop plans and tasks to contribute to realizing the goals of the national Semiconductor Industry Development Strategy to 2030, with a vision to 2050, focusing on attracting strategic investors and supporting start-up businesses. In the immediate future, priority should be given to research, design, and production of specialized semiconductor products to promote and sustainably develop these industries/sectors.

In addition, it is necessary to promptly research and develop resolutions stipulating policies to support the development of the semiconductor and artificial intelligence sectors in the area, in order to concretize the provisions of Resolution 136 into practice, and to issue and apply them in a timely manner at the beginning of 2025.

Deputy Minister Bui Hoang Phuong also stated that Da Nang needs to effectively implement the tasks, solutions, and projects outlined in the "Development of Semiconductor Microchips and Artificial Intelligence in Da Nang City" plan, achieving the city's goal of training at least 5,000 semiconductor microchip engineers by 2030, contributing to the national strategic goal.

The conference included the signing of a tripartite cooperation agreement and a memorandum of understanding on cooperation in the development of the semiconductor industry in Da Nang City.

Specifically, this includes collaborations between the Da Nang Department of Information and Communications, Synopsys International Co., Ltd., and Viettel Group; the Da Nang Department of Information and Communications, Synopsys International Co., Ltd., and Sovico Group Joint Stock Company; the Da Nang Department of Information and Communications and Marvell Vietnam Technology Co., Ltd.; the Da Nang Department of Information and Communications and FPT IS Co., Ltd.; and the signing of a cooperation agreement between the Da Nang Department of Science and Technology and Makara Capital Partners regarding cooperation and investment support for startups and innovative businesses in the city.
