Da Nang: Removing obstacles for 220 billion VND project

The Tam Tien Bridge and approach road project has a total investment of 220 billion VND, but after many constructions, the project is still unfinished. The leaders of Da Nang City directed the units to urgently remove obstacles and complete the project soon.

Hundred billion project cannot be completed in 5 years

According to the Quang Nam Construction Investment Project Management Board, the Tam Tien Bridge Project and Nui Thanh District Access Road were approved on May 30, 2019, with a total investment of VND 220 billion and a total route length of 4.18 km.

The main item of this bridge includes 9 Super T spans (reinforced concrete beam type), started in December 2020, and has only completed about 45% of the volume. The reason for the slow progress of Tam Tien bridge is due to problems with compensation and site clearance. There are still 28 plots of land with unagreed compensation prices. The project needs about 150,000 m3 of fill, but the locality is short of materials, greatly affecting the construction progress.

Mr. Nguyen Van Phi said that Tam Tien bridge has been under construction for a long time but it is still not completed. People here who want to cross the river have to go on a water channel, also known as a canal, which is less than 1 meter wide and very dangerous. "The long detour, while the new bridge is still not completed, people have to risk going through the canal. Therefore, I hope the authorities will soon complete the project so that people can travel more conveniently," Mr. Phi said.

According to the reporter's records, the project has constructed 5 pillars extending into the middle of the Truong Giang River, while the road leading to the bridge has not been filled with soil, the drainage project has not been constructed yet and there are no workers at the construction site; many machines and equipment have rusted due to not being used for a long time.

Land clearance must be completed by December at the latest.

Talking to Baodautu.vn (a publication of the Finance - Investment newspaper), Mr. Tran Quyet Thang, Director of Thanh Tung Company Limited (the construction unit of Tam Tien Bridge) said that up to now, the unit has had to wait for 1,032 days but has not yet received the construction site. In addition, the contract signed by the unit is based on a fixed price, while the price of construction materials such as cement, iron, and steel has increased by about 32% compared to the time of bidding and the source of soil for the road leading to the bridge is still not available, causing many difficulties for the contractor.

“We really hope the government will hand over the site soon so that we can focus on machinery and human resources, speed up the progress, and soon complete Tam Tien Bridge. Once the site is handed over, we will complete this project in 10 months,” said Mr. Tran Quyet Thang.

Mr. Doan Van Linh, Vice Chairman of Tam Xuan Commune People's Committee, said that Da Nang City People's Committee has surveyed and directed Tam Xuan Commune People's Committee to coordinate with relevant departments to promptly complete procedures and hand over the clean site to the construction unit. Tam Tien Bridge plays an important role, connecting National Highway 1A with Vo Chi Cong Street, forming the main traffic axis of Tam Xuan Commune. When completed, this project will facilitate travel and trade between neighboring areas, while promoting socio -economic development.

Da Nang City leaders require site clearance to be completed by December 2025.

The Quang Nam Construction Investment Project Management Board recommends that the Da Nang City People's Committee promptly resolve difficulties in the need for land for the Tam Tien Bridge Project and allocate capital to carry out the remaining work. At the same time, direct the Compensation and Site Clearance Center, under the Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company, to coordinate with the Tam Xuan Commune People's Committee to complete procedures, develop compensation plans, and provide support for the remaining land plots of the project.

Regarding this project, Mr. Tran Nam Hung, Vice Chairman of the People's Committee of Da Nang City, requested that the Land Fund Development Center must complete the site clearance for the Tam Tien Bridge Project and the access road by December 2025 at the latest. At the same time, the site clearance unit and the local government need to urgently hand over the public service road wider than 10 m so that the contractor can bring in machinery and materials to continue construction.

Mr. Tran Nam Hung also requested the contractor to focus on completing the project and completing it soon. Any problems related to bidding, unit prices or delays of more than 1,000 days will be considered and handled by the city leaders in accordance with legal regulations, while creating the most favorable conditions for the contractor to implement the project.
