Da Nang: Resolving obstacles for a 220 billion VND project.

The Tam Tien bridge and access road project has a total investment of 220 billion VND, but after many construction phases, the project remains unfinished. The leaders of Da Nang City have directed relevant units to urgently resolve obstacles and complete the project soon.

A multi-billion dollar project takes 5 years to complete.

According to the Quang Nam Investment and Construction Project Management Board, the Tam Tien Bridge and access road project in Nui Thanh district was approved on May 30, 2019, with a total investment of 220 billion VND and a total length of 4.18 km.

The main component of this bridge consists of 9 Super T spans (reinforced concrete beam type), construction started in December 2020, and to date only about 45% of the work has been completed. The reason for the delay in the Tam Tien bridge project is due to difficulties in compensation and land clearance. Currently, there are still 28 plots of land for which the compensation price has not been agreed upon. The project requires approximately 150,000 m3 of embankment soil, but the local area is experiencing a shortage of materials, significantly affecting the construction progress.

The Tam Tien bridge and access road project remains unfinished despite multiple extensions to its completion deadline.

Mr. Nguyen Van Phi said that the Tam Tien bridge has been under construction for a long time but is still not finished. Local residents who want to cross the river have to use a narrow aqueduct, or irrigation canal, which is less than 1 meter wide and very dangerous. “Taking a long detour, while the new bridge is still under construction, people are forced to risk their lives crossing the irrigation canal. Therefore, we hope the authorities will complete the project soon so that people can travel more conveniently,” Mr. Phi said.

According to reporters' observations, the project has constructed five pillars extending into the middle of the Yangtze River, while the access road to the bridge has not yet been filled with earth, the drainage system has not been constructed, and there are no workers on the construction site; many machines and equipment have been left unused for a long time and have rusted.

Land clearance must be completed by December at the latest.

Speaking to Baodautu.vn (a publication of the Finance - Investment newspaper), Mr. Tran Quyet Thang, Director of Thanh Tung Co., Ltd. (the contractor for the Tam Tien bridge), said that to date, the company has waited 1,032 days but still has not received the land for construction. Furthermore, the contract was signed based on fixed unit prices, while the prices of construction materials such as cement, iron, and steel have increased by approximately 32% compared to the time of bidding, and the source of fill soil for the bridge access roads is still unavailable, causing significant difficulties for the contractor.

“We are eager for the authorities to hand over the land soon so that we can concentrate machinery and manpower, accelerate progress, and complete the Tam Tien bridge project as soon as possible. Once the land is handed over, we will complete this project within 10 months,” said Mr. Tran Quyet Thang.

Mr. Doan Van Linh, Vice Chairman of the Tam Xuan Commune People's Committee, said that the Da Nang City People's Committee has surveyed and directed the Tam Xuan Commune People's Committee to coordinate with relevant departments to urgently complete procedures and hand over a clean site to the construction unit as soon as possible. The Tam Tien Bridge plays an important role, connecting National Highway 1A with Vo Chi Cong Road, forming the main traffic axis of Tam Xuan Commune. Upon completion, this project will facilitate travel and trade between neighboring areas, while also promoting socio -economic development.

The leaders of Da Nang City have requested that land clearance be completed by December 2025.

The Quang Nam Investment and Construction Project Management Board has requested the Da Nang City People's Committee to promptly resolve difficulties regarding the need for embankment land for the Tam Tien Bridge Project and allocate funds to implement the remaining work. At the same time, it has directed the Compensation and Land Clearance Center, under the Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company, to coordinate with the Tam Xuan Commune People's Committee to complete procedures and develop compensation and support plans for the remaining land parcels of the project.

Regarding this project, Mr. Tran Nam Hung, Vice Chairman of the Da Nang City People's Committee, requested that the Land Development Center complete the land clearance work for the Tam Tien Bridge and access road project no later than December 2025. At the same time, the land clearance unit and local authorities need to urgently hand over the service road, which is more than 10 meters wide, so that the contractor can bring in machinery and materials to continue construction.

Mr. Tran Nam Hung also requested that the contractor focus on completing the construction and finishing the project as soon as possible. Any issues related to bidding, unit prices, or delays exceeding 1,000 days will be reviewed and handled by city leaders in accordance with the law, while also creating the most favorable conditions for the contractor to implement the project.
