Da Nang is streamlining its administrative apparatus, with plans to reduce the number of departments by 20%.

Da Nang plans to reduce the number of departments and divisions by 15-20%, and the merging of public service units with overlapping functions will also be taken into account.


On December 20th, at the press conference for the fourth quarter of 2024 held by the Da Nang City People's Committee, Mr. Tran Chi Cuong, Vice Chairman of the City People's Committee, stated that the city is developing specific plans for the merger of various departments and agencies.

Mr. Tran Chi Cuong, Vice Chairman of the Da Nang City People's Committee, provided information on the restructuring and streamlining of the administrative apparatus.

According to Mr. Tran Chi Cuong, the administrative apparatus is being reorganized in accordance with the general policy of the Central Government, with Da Nang reorganizing communes and wards.

In Da Nang, the number of communes and wards is not large, so the reorganization will only involve adjusting administrative boundaries, focusing on Hai Chau, Son Tra, and Thanh Khe districts.

Next, the apparatus will be reorganized and streamlined according to the requirements of the Politburo .

Accordingly, in addition to reorganizing and merging departments and agencies as required by the central government, Da Nang will further streamline departments and agencies not included in the merger, such as the Department of Health , the Department of Internal Affairs, the Inspectorate, and the Committee Office…

"The goal is to reduce the number of departments and divisions by 15-20%. The merger of public service units with overlapping functions will also be taken into account," Mr. Cuong said.

Mr. Cuong stated that the merger also creates many issues that need to be addressed. Besides saving time and streamlining the system to reduce bureaucracy, Da Nang will resolutely work to complete the restructuring as required by the Central Government in the first quarter of 2025.

The Vice Chairman of the Da Nang City People's Committee added that Da Nang is currently developing specific plans, assigning departments to sit down together to discuss and arrange the organizational structure after the merger, with the aim of reducing the number of departments by 15-20%.

The remaining departments also reviewed, reorganized, streamlined, and continued to restructure public service units and associations in accordance with the policy.

"Da Nang is following the central government's guidelines and doing it seriously, not superficially or just to get it over with," Mr. Cuong said.

According to Mr. Cuong, the number of surplus officials has not yet been determined by the city because they are currently developing a framework. Based on that framework, they will calculate a roadmap and implement strong policies to encourage officials who are nearing retirement age, are still young, or feel they are no longer capable of fulfilling their duties to retire early.

"During the merger process, there will be people retiring or resigning, which will lead to further downsizing, not a single cut all at once. This affects the lives of each individual and their families," Mr. Cuong shared.
