Specifically, at around 7:00 a.m. on July 25, the Fire Prevention and Rescue Police (PCCC and CNCH) of Lang Son Provincial Police and other functional forces found the body of the first victim about 500m from the overflow tunnel; about 1 hour later, the second victim was found about 1km from the overflow tunnel. The two victims were identified as Mr. NVG (born in 1988), residing in Ban Moi 1 village, Na Duong commune, and Mr. LVC (born in 1988), residing in Ban Moi 2 village, Na Duong commune.

Previously, at around 10am on July 23, local people saw these two men riding a motorbike from Ban Chu direction through Tam Cha culvert, Tan Hop village, Khuat Xa commune. At that time, after a heavy rain on the evening of July 22, the river water from Tu Mich area rose high and flowed rapidly. Authorities had put up warning ropes and prohibited people from passing. However, the two men continued to ride across the culvert, when they reached the middle of the stream, the water swept both the motorbike and the person away, and they went missing.

Immediately after receiving the news, despite the rain, rising water and strong currents, Khuat Xa Commune Police and local authorities urgently mobilized forces and means to coordinate with the Fire Prevention and Fighting and Rescue Police Department of Lang Son Province Police to organize search and rescue. In particular, the Fire Prevention, Fighting and Rescue Police Department of Lang Son Province Police mobilized dozens of officers and soldiers, 2 inflatable boats with pushers, along with means and equipment to the scene to coordinate the search.
Lang Son authorities have handed over the bodies of the two victims to local authorities to complete procedures for their families for burial.
