Attending the Congress from the Central Committee was Comrade Y Vinh Tơr, Alternate Member of the Central Committee of the Party, Deputy Minister, and Vice Chairman of the Committee for Ethnic Minorities.
Representing the province were Comrade Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation; members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; and representatives of leaders from departments, agencies, organizations, and localities in the province.

After 5 years (2019 - 2024) of implementing the action program and the Resolution of the 3rd Provincial Congress of Ethnic Minorities, the socio -economic situation in ethnic minority areas of Quang Binh province has continued to make significant progress, contributing to improving the material and spiritual lives of ethnic minorities. To date, 100% of communes in ethnic minority areas have paved or concrete roads leading to the commune center; 100% of communes have radio, television, and mobile phone coverage, meeting the communication needs of the people; 100% of communes have access to the national power grid (the percentage of households using electricity is over 90%); 100% of communes have kindergartens, primary schools, and secondary schools. 100% of communes have health stations… During the period 2020-2023, 3,667 people received vocational training, including 1,943 ethnic minority people, and 122 ethnic minority workers went abroad for employment. The poverty rate in ethnic minority and mountainous areas decreased by an average of 6.0% annually (the target was 4.5-5.0%); average per capita income reached 23 million VND/year. Annually, nearly 65% of ethnic minority households achieved the title of "Culturally Advanced Family", and 100% of ethnic minority people were issued health insurance cards...

At the Congress, delegates presented papers on the implementation of ethnic policies, socio-economic development, education and training, new rural development, and ensuring security and order in ethnic minority and mountainous areas of the province.

The Vice Chairman of the Committee for Ethnic Minorities Affairs delivered a speech at the Congress.
Delivering a keynote address at the Congress, the Vice Chairman of the Committee for Ethnic Minorities Affairs emphasized that Quang Binh's achievements in implementing the Resolution of the 3rd Provincial Congress of Ethnic Minorities are very commendable, reflecting the political determination and decisive leadership of Party committees and authorities at all levels, from the grassroots to the province, as well as the efforts and perseverance of ethnic minority people in the province. He noted that in the coming period, the province needs to continue to innovate its thinking and act decisively with the highest political determination, leveraging the local potential and advantages, mobilizing and effectively utilizing resources for socio-economic development, promoting poverty reduction, building new rural areas, improving the material and spiritual lives of ethnic minority people, and effectively implementing the three National Target Programs, especially the National Target Program for socio-economic development in ethnic minority and mountainous areas...

The Provincial Party Secretary delivered a speech at the Congress.
Speaking at the Congress, the Provincial Party Secretary acknowledged and praised the attention of the Party committees, government, and departments in the province, as well as the efforts of all the people and ethnic minority communities, in striving to achieve important results over the past five years. He also outlined several key tasks for the coming period and requested that all agencies, departments in the province, and people in ethnic minority areas pay attention to implementing them.

The Vice Chairman of the Committee for Ethnic Minorities Affairs presented Certificates of Commendation from the Minister and Chairman of the Committee for Ethnic Minorities Affairs to collectives and individuals.
On this occasion, one collective and five individuals were awarded Certificates of Commendation by the Minister and Chairman of the Committee for Ethnic Minorities; five individuals were awarded the "For the Cause of Ethnic Minority Development" Commemorative Medal; and six collectives and five individuals were awarded Certificates of Commendation by the Chairman of the Provincial People's Committee.
The Congress also adopted a Resolution, clearly demonstrating the unity, consensus, and strong determination of all ethnic minority people in the province.
