Attending the congress were comrades: Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Secretary of the Party Committee of the Ho Chi Minh City Party Committee; Vu Hai Quan, member of the Party Central Committee, Director of Ho Chi Minh City National University; Vo Van Minh, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council, Standing Deputy Secretary of the Party Committee of the Ho Chi Minh City Party Committee... and 281 delegates representing 6,454 party members of 22 Party Committees and grassroots Party cells under the Party Committee.

Speaking at the congress, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi reiterated the development orientation of Ho Chi Minh City in the spirit of Resolution 31 of the Politburo and noted that the Party Committees and Party agencies of Ho Chi Minh City need to be pioneers, leaders, and exemplary. Each Party Committee, cadre, and Party member must unite and be determined, promote the combined strength, promote the intelligence and capacity of the collective and each individual to strive to excellently complete the assigned tasks.
He analyzed that the Party Committee of the Party agencies of Ho Chi Minh City is the place where highly qualified and high-quality human resources are concentrated and hold important positions in the Party agencies, the Fatherland Front, the city's political organizations, judicial agencies, press agencies, and Party economic enterprises. Therefore, the grassroots Party organizations under the Party must be truly exemplary and take the lead in the work of Party building and rectification and in innovating the Party's leadership methods in the direction of "firmly grasping, implementing well, scientifically, flexibly, and highly practically".
In addition, the Party Committees of the Ho Chi Minh City Party Committee agencies need to clearly define their roles and characteristics to innovate scientific leadership and direction methods, closely following the requirements and common tasks of the Ho Chi Minh City Party Committee. Such innovation must closely follow the spirit of proactiveness and enhanced application of information technology, administrative reform, and digital transformation.
At the congress, the Party Committee of the Party agencies of Ho Chi Minh City presented to the Vietnam Fatherland Front Committee of Ho Chi Minh City a symbolic plaque of VND121 million in support of the people in the mountainous and midland areas of the North and North Central regions who suffered losses due to floods. This is the amount of money that the congress launched at the preparatory session.
In carrying out political tasks, it is necessary to assign and divide tasks clearly, to the right people, to the right jobs, and to closely evaluate and supervise the implementation of assigned tasks for each individual. Each cadre and party member, especially the head of the Party Committee, agency, and unit, must demonstrate a pioneering, exemplary role, a standard of ethics, expertise, dedication to work, and be a dynamic, creative nucleus, daring to think, daring to do, daring to take responsibility for the common development. Through that, it helps to improve the quality of advisory work of Party Committees and agencies in the entire Party.
He also requested the Party Committee to continue investing in and perfecting digital infrastructure, promoting the application of information technology and focusing on building a clean and strong Party Committee in all aspects, along with building a model, disciplined, civilized, modern and effective agency. "The Party Committee of the Ho Chi Minh City Party Committee must truly be a place where intelligence converges, professional work is done, creating spiritual motivation and a favorable environment for cadres and Party members to promote their capacity, strengths and contribute effectively," Comrade Nguyen Thanh Nghi expected.
Crystallization of wisdom
After 2 working days, the congress completed the entire program. In particular, the congress passed the Resolution of the 1st Congress of Party Delegates of Party Agencies of Ho Chi Minh City with 11 specific targets, including 100% of grassroots Party organizations building and promulgating programs to effectively implement the application of science and technology, innovation and digital transformation; grassroots Party organizations strive to achieve a yearly task completion rate of 95% or more; the rate of Party members completing their tasks well is 98% or more; inspection and supervision work is carried out for 100% of Party organizations and Party members according to plan...
In his closing speech at the congress, comrade Vo Van Minh, Deputy Secretary of the City Party Committee, Chairman of the People's Council, and Permanent Deputy Secretary of the Party Committee of the Ho Chi Minh City Party Committee, commented that the resolution passed by the congress was the crystallization of wisdom, will and determination to build a clean, strong and comprehensive Party Committee of the city's Party Committee. "The success of the congress is a new source of strength, a great driving force to strengthen the solidarity and sense of responsibility for Party building of all cadres, party members, civil servants, public employees, union members, association members and workers in the entire Party Committee," he affirmed.
On the eve of the 1st Congress of the Ho Chi Minh City Party Committee and the 14th Congress of the Party, he called on each cadre and party member to promote the pioneering and exemplary spirit, quickly implement the action program, and bring the congress resolution into life. The entire Party Committee needs to continue to unite, promote the achieved results, take advantage of opportunities, exploit potentials, and contribute to building Ho Chi Minh City into an increasingly civilized, modern, and humane one, for the whole country and together with the whole country, entering an era of prosperous and happy development.
