Attending the congress were comrades: Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee; Nguyen Cong Truong, Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Party Committee Inspection Committee; leaders of the Provincial People's Council, Vietnam Fatherland Front Committee, provincial departments, branches and sectors; representatives of the Central Organizing Committee, agencies, units and enterprises in the ward and 213 official delegates.
Luong Van Tri Ward was established on July 1, 2025, on the basis of merging Chi Lang Ward and Quang Lac Commune of the old Lang Son City. Currently, the Ward Party Committee has 40 Party organizations and more than 1,700 Party members.
During the 2020-2025 term, the Party Committee, government and people of the ward promoted the spirit of solidarity, proactively overcame difficulties, and achieved many important results in all fields.
In the program, the congress heard the announcement of the decision of the Provincial Party Standing Committee to appoint the Executive Committee (consisting of 25/27 comrades, 2 vacancies will be appointed when there are personnel), the Standing Committee (consisting of 9 comrades), Party Secretary, Deputy Secretary of the Party Committee of Luong Van Tri Ward, term 2025 - 2030. In which, comrade Duong Thi Huyen Phuong (former Deputy Chief of Office of the National Assembly Delegation and Provincial People's Council) was appointed to hold the position of Secretary of the Party Committee of Luong Van Tri Ward for the term 2025 - 2030.
At the congress, delegates discussed and approved a report summarizing comments on the draft documents submitted to the Luong Van Tri Ward Party Congress and the higher-level congress for the 2025-2030 term. At the same time, they discussed and supplemented the achieved results, proposed directions and solutions to effectively implement the goals and targets for the next term.
Speaking at the congress, the Deputy Secretary of the Provincial Party Committee congratulated and praised the achievements that the Party Committee, government, armed forces and people of Luong Van Tri ward have achieved in the past time.
He suggested that the Party Committee, government and people of the ward continue to stabilize the organizational structure, build solidarity and unity; promote the role of the leader; perfect, train and foster the staff to meet the requirements, shift from administrative management to service thinking; maintain political stability in the area.
At the same time, promote potentials and strengths, effectively implement key goals and tasks, and make breakthroughs in socio-economic development, especially concretizing the "Four Pillars" issued by the Politburo. Synchronously deploy solutions to ensure successful implementation of the goals of building digital infrastructure, digital government, digital economy, digital society, and digital human resources; strongly improve the investment and business environment, create favorable conditions to attract investment, develop economic sectors, especially the private economy; develop spiritual tourism services, build tourism products associated with historical relics, folk festivals, cuisine and cultural traditions of ethnic groups.
At the same time, take care of the work of building a clean and strong party and political system. Improve the quality of party members, promote the leadership capacity and fighting strength of grassroots party organizations; do a good job of developing new party members. Focus on implementing mass mobilization work, dialogue with the people, strengthening the great national unity bloc. Ensure national defense, security, social order and safety, improve the effectiveness of prevention, combat and control of all types of crimes and social evils.
At the congress, delegates voted to pass the Congress Resolution with key targets such as: annual budget revenue increases by 10% or more; average income per capita by 2030 increases by 20% compared to 2025; annual rate of inspected construction works reaches 100%; annual admission of 14 or more party members...
