Minh Xuan Ward Party Congress: Promoting the central role, building a civilized and modern urban area

On the morning of August 4, Minh Xuan Ward Party Committee solemnly held the 1st Congress of Delegates for the 2025-2030 term. Comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee attended and directed the Congress.

The Congress has the theme: "Strengthening the building of a clean and strong Party and political system; arousing the desire for development; promoting innovation, creativity, application of science and technology and digital transformation; mobilizing and effectively using resources for socio-economic development; building a civilized, modern and sustainable Minh Xuan ward". The Congress has the task of summarizing the implementation of the Resolution of the Congress of Party Committees of Minh Xuan, Tan Quang, Tan Ha, Y La, Phan Thiet wards and Trung Mon commune, term 2020-2025 and setting out the directions, goals, tasks and main solutions of the ward Party Committee for the term 2025-2030; discussing and contributing opinions to the draft documents submitted to the 14th National Party Congress, the draft Political Report submitted to the 18th National Party Congress of Tuyen Quang province.

During the past term, the Party Committee and people of Minh Xuan Ward have strengthened the Party's comprehensive leadership role, focused on direction and achieved many outstanding results. The economy has grown quite well, trade, services and tourism have developed. Urban infrastructure continues to be completed in a synchronous direction with many key projects, the urban appearance is increasingly spacious and modern. The fields of culture, society and environment are interested and have positive changes. State budget revenue is higher each year than the previous year, average income per capita reaches from 60 to 120 million VND/person/year. The value of trade and service production reaches 1,885 billion VND. The value of industrial production reaches 1,175 billion VND. The rate of administrative procedure settlement on the public service portal reaches over 90%. The rate of adult population with digital signatures reaches 60%. Party building work has many innovations, the quality of Party cell activities has gradually improved; Studying and following Ho Chi Minh's ideology, morality and lifestyle are being implemented systematically and effectively.

With the motto "Solidarity, Democracy, Aspiration, Creativity, Development", the Congress focuses on building targets and Resolutions for the 2025-2030 term, striving for: The average growth rate of total product value in the area in the period of 2026 - 2030 reaches over 13.5%/year. Average income per capita reaches over 135 million VND/person/year.

State budget revenue in the area reached over 146 billion VND. Attracted over 1 million tourists . The poverty rate decreased by an average of 3 - 4%/year. Created jobs for 8,835 workers. 100% of the ward's OCOP products were registered for protection and promoted on the e-commerce platform; The rate of online public service use by people and businesses reached 95%; The rate of non-cash payment reached 90%; The rate of exchanging electronic documents with specialized digital signatures reached 100%...

The Congress set out 5 core tasks and 3 breakthroughs in the new term, with the major goal of developing a modern, green - smart - unique central urban area associated with digital transformation, urban management using digital data; focusing on planning, investment and synchronous renovation, gradually realizing the goal of building Minh Xuan ward into the center of the province.

Speaking at the Congress, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee Ma The Hong acknowledged and praised the important achievements that the Party Committee, government and people of the wards and communes before the merger had achieved in the past term. He emphasized that the establishment of Minh Xuan ward on the basis of merging 6 wards and communes is a major and breakthrough policy of the province, demonstrating the determination to innovate the organization to be streamlined, effective and efficient. This Congress is an important milestone, opening a new, more comprehensive and sustainable development period for Minh Xuan ward with its position as the political, economic, cultural and social center of the province.

He suggested that in the coming term, the Ward Party Committee should focus highly on 6 key groups of tasks: Building a united bloc, quickly stabilizing the organizational structure; developing the urban area in the direction of "green - smart - identity"; promoting comprehensive digital transformation; focusing on cultural - social development and building civilized, friendly and creative Minh Xuan people; maintaining national defense - security, ensuring social order and safety; continuing to strengthen the building of a clean and strong Party and political system, improving the effectiveness and efficiency of urban government operations. Minh Xuan Ward must become a model of administrative reform, modern urban economic development and a driving force to spread to other localities in the province.
