The 12th Party Congress of the Army held a preparatory session.

On the afternoon of September 29, in Hanoi, the 12th Party Congress of the Army, term 2025-2030, held a preparatory session. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense attended and chaired the meeting.

Attending the preparatory session were comrades: General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; General Nguyen Tan Cuong, Member of the Party Central Committee, Standing Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; Senior Lieutenant General Vo Minh Luong, Member of the Party Central Committee, Standing Member of the Central Military Commission, Deputy Minister of National Defense; Senior Lieutenant General Hoang Xuan Chien, Member of the Party Central Committee, Standing Member of the Central Military Commission, Deputy Minister of National Defense.

Also attending the preparatory session of the congress were members of the Party Central Committee, members of the Central Military Commission, and Deputy Ministers of National Defense: Senior Lieutenant General Vu Hai San; Senior Lieutenant General Pham Hoai Nam; Senior Lieutenant General Nguyen Hong Thai; Senior Lieutenant General Nguyen Van Hien; Senior Lieutenant General Nguyen Truong Thang; and Senior Lieutenant General Nguyen Quang Ngoc.

Attending the preparatory session of the congress were leaders of the General Staff of the Vietnam People's Army, the General Department of Politics of the Vietnam People's Army; delegates representing party committees of agencies and units under the Central Military Commission and the Ministry of National Defense .

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, delivered a speech to clarify the purpose, requirements, and tasks of the congress.

Accordingly, implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, the Standing Committee of the Central Military Commission reported to the Politburo and directly reported to the General Secretary and Secretary of the Central Military Commission on the preparations for the Congress.

The Politburo and General Secretary To Lam highly appreciated the preparations for the congress, oriented some important contents at the congress, and agreed with the proposal of the Central Military Commission Standing Committee to organize the 12th Party Congress of the Army, term 2025-2030, from September 29 to October 2.

The congress unanimously voted on the number and personnel of the Presidium consisting of five comrades; the personnel of the Congress Secretariat consisting of three comrades and elected the Delegate Qualification Examination Committee. Along with that, the congress listened to the announcement of the assignment of tasks to the members of the Presidium; voted to approve the regulations and working program of the congress.

On behalf of the Presidium, General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, reported on the synthesis of discussion opinions and contributions to the Draft documents to be submitted to the 14th National Party Congress.

Accordingly, the entire army had 836 comments, of which 456 were directly delivered at the congresses of Party Committees under the Central Military Commission. During the process of discussing and contributing ideas to the draft documents submitted to the 14th National Party Congress, the Party Committees under the Central Military Commission fully grasped the Central Committee's suggested discussion content, closely followed the direction and guidance of the General Department of Politics, organized democratic, focused, and responsible discussions and research, focusing on key, core, and new issues directly related to national defense and security; Party building work in terms of politics, ideology, ethics, organization, and cadres; the fight against corruption, waste, and negativity; many suggestions and recommendations clearly expressed their opinions and enthusiasm for the country's major issues.

On September 30, the 12th Party Congress of the Army, term 2025-2030, will solemnly open in Hanoi.

On the same morning, General Phan Van Giang chaired the Central Military Commission Standing Committee Meeting. Accordingly, the Meeting approved the summary political report and illustrative video clip at the 12th Army Party Congress, term 2025-2030; reviewed a number of contents of the organization of the 12th Army Party Congress, term 2025-2030.

At the conference, delegates reviewed a number of milestones in the Congress's timeline, preparations to ensure service for the Congress; adjusted a number of details in the decoration and display of images, documents, and artifacts in the lobby area of ​​the Ministry of National Defense's Conference Hall to welcome the Congress.
