On the eve of this special congress, many experts, scientists , artists, people... have expressed their opinions and hopes that the Ho Chi Minh City Party Congress will create a strong development step in the new era.

Dr. PHAM VIET THUAN (Director of the Institute of Natural Resources and Environmental Economics, Ho Chi Minh City):

Reform of land, construction and planning procedures

Hopefully, the congress's agenda will aim at institutional change according to Resolution 66 and Decree 68 on private economic development, which is the most important goal in the era of growth and the pioneering stage of Ho Chi Minh City after the merger.

Administrative reform in handling land, construction and planning procedures is a must. It is necessary to build a primary land price list to stabilize social security to ensure that people have housing according to their average income, and at the same time use the K coefficient to adjust land matters such as compensation for site clearance, other projects when collecting land use fees and land rent.

The city needs to review and simplify procedures for granting and exchanging land use right certificates. Update land use planning according to current law: The 2024 Land Law stipulates that there are 14 types of land..., no new types of land for construction; mixed residential land; land for housing combined with production.

Therefore, it is necessary to eliminate these types of land in the planning of the new Ho Chi Minh City and move towards building land data according to the law. In addition, it is necessary to urgently complete the digitization of land data, integrate lot numbers into citizen identification cards to digitize land use right certificates according to Resolution 57/2024. This is a very important goal that the City needs to pay more attention to in the next term.

Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau, all of which are dynamic lands with developed socio-economic conditions, will have opportunities for the business community to develop.

For a strong economy, there must be a strong supporting industrial ecosystem, increasing the competitiveness of enterprises. Currently, the supporting industry sector in Vietnam in general and Ho Chi Minh City in particular, although having potential, is still fragmented, lacking connections, and still heavily dependent on imported components and equipment.

It is expected that in the near future, Ho Chi Minh City will have breakthrough solutions such as having a separate resolution for supporting industries, having policies to support the city's enterprises after the merger, forming funds to develop supporting industries, building industrial parks and industrial clusters with attractive policies to relocate factories out of residential areas, to transfer this land fund to develop other fields.

With 45 years of living and working in Ba Ria - Vung Tau and now Ho Chi Minh City, after 3 months of merger, I think that people still have many concerns as well as great expectations about the largest city ever.

That is the expectation of how to make policies reach the people quickly. With such a large scale, how to concretize policies to the people to bring practical benefits to them.

I believe in the policies and leadership of the Party and State to bring practical benefits to the people, and with the advantages of Ho Chi Minh City after the merger, it will bring better material and spiritual life to the people, and the city will develop more strongly.

Expecting breakthrough innovation

After the merger, Ho Chi Minh City will have the convergence of Binh Duong and Ba Ria - Vung Tau, and there will certainly be many new plans. That makes people expect outstanding innovations with strong development and investment, especially spiritual life will be properly cared for to match the new era.

I long for a good environment for artists to work and develop their creativity. Artists are given the opportunity to improve their skills, enhance their qualifications and expertise.

Traditional art forms need the State's attention to create a generation of successor artists. Artists in traditional art forms, if they only focus on their profession and do not run shows, will have a very difficult life.

I hope the State has mechanisms to encourage and motivate them to focus and feel secure in their profession, to have fulfilling roles, and not to give up their singing career to make a living, causing a shortage of human resources to maintain traditional arts.

I also hope to have a proper, modern theater so that the program performers can freely fly and be creative with many new, advanced, and vivid techniques to meet the increasingly high audiovisual needs of the audience.

I expect the congress to make comprehensive decisions, creating a solid foundation for the city to "take off", grow higher and reach further.

Regarding public management, it is necessary to shift from the mindset of "solving problems wherever they arise" to a modern governance model: proactively creating institutions and implementing them methodically and effectively.

Economically, the city needs to step up support for the private economic sector and foreign enterprises and focus on investment in high-tech fields to create new, sustainable growth drivers capable of leading the economy.

Regarding education and training, ensure that all children can study in a decent environment, and at the same time develop world-class universities right in the city, turning it into a regional knowledge center.

Regarding technical infrastructure, invest heavily in the transport system connecting the entire region and sustainable urban planning so that people can live in a safe megacity that can adapt to increasingly extreme climate change.

With determination and drastic actions, I believe that Ho Chi Minh City will continue to be a "magnet" attracting the world to Vietnam, while contributing to positioning the country on the global geopolitical map.

Need for public and transparent support fund for culture

I hope that in the next term, Ho Chi Minh City will truly consider art and culture as a creative economic sector, and have a clear strategy for developing the cultural industry, as the city has done with tourism and technology.

It is necessary to define an overall strategy: View culture not only as spiritual life, but also as a creative economic ecosystem - including production, distribution, consumption, and value diffusion. Select key industries that Ho Chi Minh City has advantages in such as theater, film, music, fashion, design, and cultural tourism. Establish an inter-sectoral coordination mechanism between culture, education, tourism, and media for unified operation.

On that basis, the city should build a transparent public support fund for artists and socialized units to easily access, to prioritize projects with literary, historical and artistic values ​​that are created and disseminated, instead of just stopping at festivals or performances.

Develop small-scale creative spaces such as "community theaters" and "street theaters" so that people can access art naturally and regularly. Connect culture, education, and tourism, bring traditional art into schools, cultural areas, and inner-city tours, helping art live in real life.
