The great victory of Spring is a great motivation to encourage the Capital and the country to confidently and firmly step into the new era.

On the morning of April 24, Politburo member, Secretary of the City Party Committee, Head of the City's National Assembly Delegation Bui Thi Minh Hoai delivered a speech of gratitude at the meeting with veteran delegates, former youth volunteers, and former people's police officers who directly participated in the resistance war against the US to save the country on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day ( April 30, 1975 - April 30, 2025 ).

Always pioneering, taking the lead for the South

Comrade Bui Thi Minh Hoai said that under the wise and talented leadership of the glorious Communist Party of Vietnam and the great President Ho Chi Minh, the army and people of the whole country overcame countless difficulties and hardships, fought steadfastly, creatively, fought bravely, sacrificed, and achieved glorious feats, the peak of which was the General Offensive and Uprising in the Spring of 1975, winning complete victory in the historic Ho Chi Minh Campaign, liberating the South and reunifying the country.

Assessing the victory of this historical event, the 4th National Congress of the Party (December 1976) affirmed: “Time and years will pass, but the victory of our people in the resistance war against the US to save the country will forever be recorded in our national history as one of the most brilliant pages, a shining symbol of the complete victory of revolutionary heroism and human intelligence, and will enter world history as a great feat of the 20th century, an event of great international importance and profound contemporary significance.”

According to the Secretary of the Hanoi Party Committee, during the years of resistance war against the US to save the country, the army and people of Hanoi both focused on restoring and developing the economy and, together with the people of the North, devoted all their efforts to supporting the revolution in the South with the spirit of "Not a pound of rice was missing, not a soldier was missing", "All to defeat the American invaders"...

From 1965 to 1975, Hanoi conducted 29 recruitment campaigns, mobilizing more than 86,000 young men to support the battlefields in the South; of which the reinforcements were 119 battalions (including 42 battalions from Hanoi and 77 battalions from Ha Tay province).

Thousands of families had from 2 to 7 children joining the army; over 53 thousand outstanding children of Hanoi and Ha Tay heroically sacrificed their lives and tens of thousands of people devoted part of their blood and bones to the cause of national liberation and unification.

Hanoi is also a locality that is always proactive, leading and is the origin of many patriotic emulation movements, typically: "Three ready", "Three responsible", "Truong Son stick", "Putting down pen and ink to fight the Americans", "Each person works as two for the beloved South", the twinning movement "Hanoi - Hue - Saigon"...; is a vivid proof of the revolutionary spirit of the Party Committee, army and people of the Capital; the peak of which was the coordination with the army and people of the North to create the miracle "Hanoi - Dien Bien Phu in the air" at the end of December 1972, praised by the world as "Capital of conscience and human dignity".

Hanoi's glorious feats of arms contributed to "sharing the fire" and together with the people and army of the South, forced the US imperialists to sign the Paris Agreement to withdraw their troops, ending the war in Vietnam, opening up the opportunity for the 1975 Spring General Offensive and Uprising to liberate the South and unify the country.

With outstanding achievements in combat, production, support for the southern frontline, and in building socialism, the Party Committee, army and people of the Capital were awarded the rotating flag "Determination to defeat the American invaders" by President Ho Chi Minh and four letters of commendation; were awarded the Gold Star Order, the First Class Independence Order by the National Assembly and the Government, and were awarded the titles "Heroic Capital", "Hero of the People's Armed Forces", and were awarded the title "City for Peace" by UNESCO...

Shining examples of courage and sacrifice

The Secretary of the Hanoi Party Committee emphasized that the veterans, former youth volunteers, and former people's police officers attending today's meeting are typical representatives of the generation that was ready to sacrifice their youth and blood for national independence and the happiness of the people; trained and matured in the revolution, becoming high-ranking officials of the Army and the People's Police; many comrades are Heroes of the People's Armed Forces, holding important positions in Party and State agencies, in the Vietnam People's Army, and in the Vietnam People's Police.

You, comrades, have set a shining example of courage and sacrifice, with the spirit of "Sacrificing yourself for the Fatherland, serving the people" both in wartime and in the period of nation building.

The Secretary of the Hanoi Party Committee also said that after successfully completing their tasks and being allowed to retire by the Party and the State, many comrades, despite their advanced age, with their revolutionary enthusiasm, dedication, rich experience and high sense of responsibility to the Party and the people, still care about and actively participate in local work, contributing to the construction and development of the capital.

“The Party Committee and people of Hanoi are proud and grateful to you, comrades, for the peace, independence, freedom of the Fatherland and the happiness of the people. Your contributions are precious assets of the capital and the country,” emphasized comrade Bui Thi Minh Hoai.

Constantly striving to build and develop a prosperous capital

Briefing delegates on the outstanding results of the capital in recent times, the Secretary of the Hanoi Party Committee said that by the end of 2024, the capital's socio-economic situation had achieved quite comprehensive results with 23/24 targets completed and exceeded the set plan, of which 6 targets exceeded the plan; economic growth reached 6.52%...; state budget revenue for the first time exceeded the threshold of 500 trillion VND (reaching 513 trillion VND - the highest in the country, an increase of nearly 28.3% compared to 2023)...

In the first quarter of 2025, in the context of many negative fluctuations in the world economic situation, Hanoi's gross regional domestic product (GRDP) is estimated to increase by 7.35% - the highest increase in the past 5 years.

The management, beautification, urban development and environmental improvement work has many positive changes; urban transport infrastructure has been focused on building synchronously and modernly. The fields of culture, education, health, physical education and sports have received special investment attention, continuing to affirm the leading position in the country in terms of scale and quality.

Social security work, care for policy beneficiaries and people with meritorious services are regularly given attention. Urban appearance is developing strongly, suburban areas are also increasingly prosperous. Hanoi is the leading locality in building new rural areas nationwide. Digital transformation and administrative reform are being vigorously implemented, initially achieving important results...

Hanoi is an exemplary unit in implementing the resolutions and conclusions of the Central Committee, including Resolution No. 18-NQ/TU dated October 25, 2017 of the Party Central Committee (12th tenure) "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"; actively implementing the work of innovating, reorganizing and perfecting the apparatus of agencies and units in the city's political system...

In a short time, Hanoi city has completed the organization of collecting people's opinions and is currently implementing through People's Councils at all levels the arrangement of commune-level administrative units in the capital according to the Conclusions of the Politburo and the Resolution of the Eleventh Conference of the Party Central Committee (13th tenure). With a serious, urgent spirit, a methodical, scientific, democratic approach, closely following reality, the whole city has been arranged into 126 communes and wards, with the consensus and high support of the people.

At the same time, the city always focuses on implementing well the national defense and security work, maintaining political stability, social order and safety, ensuring absolute safety for important political, diplomatic and cultural events taking place in the capital; maintaining, consolidating, expanding and promoting bilateral and multilateral friendship and cooperation with capitals, cities, partners and international organizations.

Hanoi is a peaceful and friendly capital, with great appeal to international tourists and investors; participating with high responsibility and assuming important positions at many major international forums, thereby introducing and promoting the image, contributing to enhancing the role and prestige of the capital, enhancing the stature and position of the country in the international community.

According to Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, thoroughly grasping the guiding ideology of the Party and General Secretary To Lam on "New Era - Era of national development", seriously absorbing and implementing well the directions of the General Secretary and leaders of the Party, Government, and National Assembly in working sessions with the city, in 2025 and the following years, Hanoi is determined to build and develop the Capital worthy of being the national political and administrative nerve center, the heart of the whole country; a major center of economy, culture, education and training, science and technology and international integration...

The city continues to be a pioneer in restructuring the apparatus, building a streamlined, operational, effective and efficient political system according to the direction of the Central Government. The city continues to strive to complete and exceed the targets and objectives set out in the Resolution of the 17th City Party Congress, contributing to the whole country's successful implementation of the Resolution of the 13th National Party Congress; at the same time, well implement the work of preparing personnel for the Congress, ensuring quality, objectivity and compliance with regulations.
